Job Summary

The Office of Surface Mining Reclamation and Enforcement is seeking a highly skilled Environmental Program Specialist to join our team. As a key member of our AML and Regulatory Office, you will play a critical role in protecting society and the environment from the adverse effects of surface coal mining operations.

Key Responsibilities
  • Conduct comprehensive analyses of issues using statistical data obtained from the State/Tribes, OSMRE documents and reports, mine inspection and AML site visit reports, and other appropriate data and information.
  • Develop and conduct annual oversight studies and prepares reports to facilitate the resolution of issues identified through oversight of the State/Tribal programs.
  • Evaluate the programmatic aspects of financial assistance applications and reports.
  • Conduct field site visits and inspections which address all aspects of OSMRE oversight activities.
  • Assist in the installation, development, and administration of a Federal Regulatory Program where OSMRE has assumed responsibility all or part of a State/Tribal program.
Requirements

Qualifications

To qualify for this position, you must meet either (A) Specialized Experience, (B) Education, or (C) Combination of Education and Experience for the grade to which you are applying.

Specialized Experience:
  • To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service.
  • Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
  • Specialized experience is defined as demonstrated experience:
    • Collecting, analyzing, and/or evaluating scientific data;
    • Drafting and preparing reports based on scientific data;
    • Working in or conducting research in the scientific/environmental field.
Education:

1 full year of graduate level education or Superior Academic Achievement*. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work related to the position.

Combination of Education and Specialized Experience:

Qualifying combinations of successfully completed education and experience may be used to meet total qualification requirements for the grade levels specified.

Work Environment:

Most work is performed in an office environment. Field work is routinely performed on active mine or AML sites on a regular basis with exposure to explosives, dust, noise, heavy equipment, toxic plants, and chemicals, wild animals, insects, and landslides.
