The Cultural Heritage Consultant will deliver essential support services to fulfill the operational goals of the Environmental Planning Division.
Key Responsibilities:
- Assist military personnel with issues related to cultural and historical resources, including archaeological sites, cultural artifacts, and historic structures within various Department of Defense installations.
- Possess a background in archaeology, historic architecture, or preservation, complemented by a degree in anthropology, history, or a related discipline.
- Conduct archaeological, cultural, and historical surveys and fieldwork, prepare technical documents and reports, and review draft documents related to Integrated Cultural Resources Management Plans (ICRMPs) as mandated by the Advisory Council on Historic Preservation (ACHP).
- Facilitate consultations under Section 106 of the National Historic Preservation Act with various stakeholders, including state and federal agencies, Native Hawaiian organizations, and Tribes, while preparing necessary consultation letters and assessments.
- Support the preparation and evaluation of environmental planning documents that address cultural and historical resources, such as Environmental Impact Statements and Environmental Assessments.
- Conduct field surveys, inspections, and monitoring of construction activities.
- Assess cultural resources for potential inclusion in the National Register of Historic Places.
- Review project designs to identify impacts on cultural and historical resources and recommend compliance measures to mitigate adverse effects.
- Assist in monitoring programs and surveys at various installations.
- Handle administrative tasks, including cataloging documents, maintaining records, and updating program information.
Qualifications:
- Bachelor's degree in history, historic preservation, anthropology, or a related field is essential.
- A minimum of 4 years of relevant experience is required.
- Experience with cultural and historical resources in the Pacific region or military history is preferred.
- COVID vaccination or an approved exemption is mandatory.
Knowledge, Skills, and Abilities:
- Proficient understanding of cultural resource management, including archaeology and historic buildings.
- Familiarity with Section 106 consultation processes.
- Strong problem-solving skills and a proactive work ethic.
- Excellent time management and organizational abilities to meet deadlines.
- Outstanding written and verbal communication skills.
- Capability to work independently and collaboratively within a team environment.
- Ability to meet minimum security clearance requirements.
