Job Summary

We are seeking a highly skilled Regulatory Compliance Manager II to join our team at the County of Santa Barbara. As a key member of our Public Works Department, you will be responsible for overseeing staff performing work in a highly regulated environment, including establishing regulations, monitoring compliance, and taking enforcement and corrective action in areas such as environmental, health and safety compliance programs and projects related to waste management services, water and air pollution control, biogas energy production, environmental sensitivity and habitat restoration, and environmental mitigation.

Key Responsibilities
  • Oversee staff performing work in a highly regulated environment, including establishing regulations, monitoring compliance, and taking enforcement and corrective action.
  • Coordinate assigned activities with staff in other divisions and departments.
  • Provide highly responsible and complex staff assistance and administrative support to executive management staff.
  • Supervise management, professional, paraprofessional, and support staff, and be responsible for conducting performance evaluations, employee development, hiring, discipline, and termination procedures.
  • Manage budgets, contracts, grants, and resource allocation.
  • Interpret, monitor, and report financial information and statistics.
  • Oversee the implementation of, and adherence to, quality assurance activities and standards.
  • Research, recommend, and implement industry trends, solutions, and best practices.
  • Resolve complex problems within area of assignment.
  • Prepare and oversee the preparation of reports, grant proposals, documents, and presentations.
  • Make presentations to stakeholders, elected officials, County leadership, and the public.
Requirements
  • Equivalent of a bachelor's degree from an accredited four-year college or university in environmental, biological, or physical science, business or public administration, or related field.
  • Five (5) years of progressively responsible experience in air quality, engineering, and/or solid waste, or a related field, including at least two (2) years as a supervisor or manager.
  • Knowledge of principles, practices, and techniques of regulatory compliance in a public agency setting, including environmental, health and safety compliance programs and projects related to waste management services, water and air pollution control, biogas energy production, environmental sensitivity and habitat restoration, and environmental mitigation.
  • Ability to effectively administer environmental, health, finance, safety and other regulated programs and activities.
  • Ability to read and interpret maps, engineering plans, aerial photographs, geologic cross-sections and construction diagrams.
  • Ability to manage sample collection for laboratory processing and evaluate laboratory results.
  • Ability to evaluate environmental and health risks utilizing environmental media and engineered systems.
  • Ability to manage compensatory mitigation projects and operations.
  • Ability to ensure compliance with regulatory agency requirements.
  • Ability to oversee adherence to quality assurance standards.
Working Conditions

May be required to function in one or more of the following: uneven terrain, construction sites, inclement weather, heavily populated clinic, potential exposure to hazardous physical substances, or program settings with ill or highly emotional clientele. May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.
