Job Summary

We are seeking a highly skilled and experienced attorney to serve as the Chief, Civil Law Branch, Department of the Army. The successful candidate will be responsible for supervising the Section in all areas of general administrative and/or civil law, providing legal advice and services to the Command and staff, and representing the command on matters involving environmental law issues.

Key Responsibilities
  • Supervise subordinate personnel and ensure compliance with SJA policies, procedures, and reporting requirements.
  • Provide legal advice and services to the Command and staff on general administrative law matters, including administrative investigations, Government property management, Privacy Act issues, records management, funding and fiscal law matters, Memorandum of Understanding, Memorandum of Agreement, and Freedom of Information Act.
  • Represent the command on matters involving environmental law issues, including research, analysis, and interpretation of federal environmental statutes.
  • Act as senior attorney-adviser to the Mission Support Element Director, the Garrison Commander, and staff in the areas of administrative law, civil law, military personnel law, contract law, labor law, environmental law, and other legal disciplines.
  • Provide legal advice and counsel to contracting officers, procurement specialists, commanders, staff officers, and other personnel having procurement-related duties.
Requirements
  • Must be a member in good standing with the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
  • Must have 3 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.

  • Ability to adapt leadership style to a variety of situations.
  • Ability to plan, organize, and prioritize workload of subordinates.
  • Knowledge of labor and employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of HR problems covered by bargaining unit contracts typically involving multiple union interests.
