Job Overview

The Early Learning Division is dedicated to implementing essential strategies that enhance opportunities for teacher preparation and compensation, elevate program quality, and improve access to affordable early care and education. This division collaborates with other departments to ensure comprehensive developmental screenings that facilitate access to health and mental health services for children and their families, while also fostering social and professional connections and providing resources and information on parenting and child development.

The mission of the Early Learning Division is to create a high-quality early care and education system that ensures equitable access to affordable services for all children from birth to five years, preparing them for success in kindergarten. Key focus areas include:

  • Establishing and supporting continuous eligibility for families and ensuring continuity of care for children from birth to five.
  • Applying a racial equity framework to create conditions conducive to school readiness.
  • Ensuring that quality and assessment systems are tailored to meet the diverse needs of early childhood education programs and the children they serve.
  • Promoting culturally responsive and linguistically appropriate environments across a mixed delivery system.
  • Advocating for policies and strategies that enhance coherence and alignment for Universal PreK (UPK).

Under the guidance of the Program Quality Assurance Officer, the Program Support Specialist will provide various administrative and programmatic assistance to the Quality Improvement team within the Early Learning Division. Responsibilities include supporting grant management tasks, assisting funded programs, and fostering positive community relations.

Key Responsibilities:

  • Participate in community meetings, events, and training as assigned; assist with logistical planning and provide technical support as necessary.
  • Deliver program information and support services to funded programs and other stakeholders, including organizing site visits to grant-funded initiatives.
  • Provide administrative and logistical assistance for procurement, contracting, fiscal, and grant monitoring activities.
  • Support communication and outreach efforts to enhance community engagement and access to services.
  • Process, compile, and maintain accurate data and documentation.
  • Conduct data entry and validation across various departmental information systems.
  • Manage and organize information in both written and electronic formats.
  • Engage in multi-stakeholder community initiatives as needed; provide backup for administrative staff and assist with public inquiries.
  • Participate in site visits as required.
  • Be prepared to work evenings and weekends occasionally, and travel as necessary.
  • Perform additional duties as assigned.

Qualifications:

Minimum Requirements:

1. A bachelor’s degree from an accredited institution AND one (1) year of professional experience in community development, housing, workforce development, finance, education, social work, youth services, criminal justice, or election-related work; OR

2. A bachelor’s degree in public or business administration, urban planning, government, social work, education, finance, or criminal justice.

Substitution: Relevant professional experience may substitute for the educational requirement on a year-for-year basis.

Desirable Qualifications:

  • Bilingual proficiency in Chinese, Spanish, or African American Vernacular English (AAVE) is preferred.
  • Experience in early care and education, child development systems, and quality standards.
  • Understanding of early care and education practices and policies.
  • A degree in early education or a related field.
