Position Overview:

The Senior Manager of Market Solutions Architecture will utilize their extensive knowledge and innovative problem-solving skills to create customized solutions that propel the Department of Veterans Affairs (VA) towards its IT modernization objectives. This role serves as a vital link between business needs and the design and execution of technical solutions that meet the specifications outlined in client requests.

Key Responsibilities:

  • Engage in client discussions to gather and document technical requirements.
  • Analyze client business needs and challenges to identify viable product and service solutions, articulating these into proposal-ready written responses.
  • Develop and implement reusable VA-market Concepts of Operations (CONOPS) and Frameworks.
  • Integrate micro solutions into a comprehensive proposed solution.
  • Lead the solution team, ensuring effective communication of client requirements and the technical strategies necessary for successful solution implementation.
  • Evaluate capture and proposal engineering maturity and collaborate with the capture team to create a roadmap for enhancements using industry best practices, including Cloud Architecture, Continuous Integration/Continuous Delivery (CI/CD), Test Automation, and Agile methodologies.
  • Ensure that the proposed solution aligns with customer functional, security, and technology requirements and policies.

Essential Qualifications:

  • Over 10 years of experience in a technical domain, encompassing software development and modernization initiatives, as well as advanced technologies such as cloud computing, automation platforms, enterprise data management, DevSecOps, and open-source technology stacks.
  • At least 8 years of experience in architecting high-performance, high-availability systems, particularly for missions of national significance.
  • A minimum of 5 years of experience as a solution architect, integrating diverse technologies into cohesive technical solutions that effectively address client challenges.
  • 5 years of experience in creating and delivering complex, tailored presentations to clients that illustrate solutions to their issues and enhance the likelihood of securing contracts.
  • 5 years of experience supporting technology implementations and environments within the Department of Veterans Affairs.
  • Proven experience in collaborating with senior-level client stakeholders, providing technical thought leadership, and fostering innovation to meet business needs.
  • Demonstrated ability to deliver high-quality client service.
  • Familiarity with the VA healthcare sector, including the business implications of IT products, interoperability requirements (e.g., HL7, FHIR), and security and privacy standards.
  • Capability to obtain a security clearance.
  • A Bachelor's degree is required.

Preferred Qualifications:

  • Experience leading complex technical proposals for federal opportunities in the VA health sector.
  • Expertise in establishing frameworks for systems modernization using integrated DevSecOps toolchains and test-driven development methodologies.
  • Experience working in large-scale Agile environments with multiple product-centric Agile teams.
  • Knowledge of AI/ML technologies.
  • Experience with integrating Software as a Service (SaaS) products.
  • Familiarity with cloud platforms such as AWS, Azure, or Google Cloud.
  • Excellent verbal and written communication skills.
  • Certifications in Cloud Architecture, Software Development, SAFe, ITIL, or DevSecOps are advantageous.
