Job Overview

General Purpose

The role entails providing expert analysis and judgment in the architecture, development, and deployment of intricate computing systems. The individual will serve as a technical authority in several specialized areas of software systems design and maintenance. Responsibilities include formulating and designing specifications for complex operating software applications or modifying and sustaining existing sophisticated applications. The position requires performing highly intricate technical tasks utilizing skills in programming, systems architecture, and software engineering. Work is conducted with a degree of independence and initiative under the general oversight of the Enterprise IT Supervisor. Performance evaluations are based on observations, discussions, reports, and the achievement of expected outcomes.

Key Responsibilities

  • Oversees high-level project planning and management of hardware and software installations and upgrades.
  • Advises on technology solutions that will enhance and support the computing environment.
  • Develops and enforces policies for the utilization of the computing environment.
  • Provides guidance, direction, and reviews the work of other systems analysts.
  • Defines both functional and technical specifications for hardware and software.
  • Researches and proposes new hardware and software technology strategies.
  • Conducts complex problem diagnostics and offers resolutions.
  • Provides technical leadership for system administrators, system programmers, or others as designated.
  • Creates solutions utilizing one or more scripting languages.
  • Performs additional related duties as necessary.

Required Qualifications

A Bachelor's Degree from an accredited institution in Computer Science, Software Engineering, or a closely related field, along with five years of experience in systems design. Experience must include at least two years in a supervisory or lead role. Comprehensive knowledge of infrastructure systems, application programming, and network connectivity is essential.

Work Environment

The Information Systems & Services department supports a vast number of desktop workstations. Software standards include, but are not limited to, the latest versions of Microsoft Office Suite Professional, Microsoft Exchange, Microsoft Outlook, and various industry-standard business applications.

A. Programming Languages and Tools

Proficiency in SQL, MicroFocus Cobol, PHP, IBI-WebFocus, Oracle SQL, PeopleTools, Peoplecode, PeopleSoft's Query Tool, SQR, Business Objects, Crystal Reports, XML, HTML, JAVA, .NET, C#, ESRI Suite, and PowerShell Scripting.

B. Database Management Systems

Experience with Oracle (latest three versions) and MS SQL Server (latest two versions).

C. Operating Systems

Familiarity with UNIX (AIX), LINUX (Redhat), Microsoft Windows 10 or higher, Microsoft Server 2008 or higher, VMWare, and industry-standard load balancers.

D. Networking

Knowledge of TCP/IP & RFC standards & protocols, Cisco IOS, Cisco 7600 series and ASR 1K routers, OSPF and BGP, Catalyst 45XX - 65XX, Cisco 9000 series switches, Juniper EX series switches, MX routers, and SRX firewalls. Experience with Linux (DNS and network monitoring), ASA 5500-x firewalls, VPN (IPSEC and SSL), Wireless LAN controllers, Solarwinds, Multicast, SNMP, VoIP, SIP, CME, and Avaya 8700 Enterprise Series.

E. Email Systems

Experience with Microsoft Exchange (latest two versions) and industry-standard filtering appliances.

F. Hardware

Familiarity with IBM P9 series servers, Cisco and Dell server platforms, EMC, Cohesity, Pure, NetApp storage, and Citrix Netscaler load balancers.

G. Applications

Experience with various applications including Financial, PeopleSoft HRMS, Inventory, Work Order, Wireless, Imaging, Workflow, Internet/Intranet, E-Commerce, Building Permits, Corrections, Utilities Water & Wastewater Billing, Medical/Health Services, Animal Services, Code Enforcement, GIS, and Zoning.

H. Mobile Technology

Knowledge of Android, Apple, and Mobile Device Software (MDS).
