Job Description:

As a highly skilled Database Administrator III, you will be responsible for performing complex database administration work, including planning, designing, developing, maintaining, and monitoring integrated database systems. You will evaluate and review database policies and procedures, ensuring data integrity, security, and accessibility of the agency's data.

You will coordinate with service providers and application groups to install new versions, enhancements, and released databases to the Health and Human Services (HHSC) database system. You will monitor applications for space utilization on test, development, and production environments, working with the Systems Group, Production Control Group, and Mainframe Database Group to set up production jobs, schedule jobs, monitor jobs, and performance tune jobs that run with specific job schedulers in the HHSC database environments.

You will also monitor database performance and adjust as required to maximize efficiency, archiving, restoring, and recovering databases as needed. Additionally, you will analyze business needs related to data in the Texas Integrated Eligibility Redesign System (TIERS), Quality Assurance and Improvement (QAI) Data Mart, and Office of Data Analytics and Performance Data Repository (ODAP DR), performing data extractions and transforming research and reporting requirements into data system designs to provide effective and efficient data file processing, data uploads, and retrieval in both Oracle and SQL Servers.

Essential Job Functions:
  • Analyzes, designs, plans, and performs database upgrades and maintenance, coordinating with service providers and application groups to install new versions, enhancements, and released databases to the HHSC data system.
  • Coordinates with application development and support teams to ensure their needs are met from a database perspective, participating in the planning, design, administration, operation, monitoring, maintenance, and user management related to ODAP data assets.
  • Consults and coordinates with the Office of Data Analytics and Performance (ODAP) program areas to identify business needs related to data housed within the HHSC data assets, acquiring, extracting, transforming, and loading data into HHSC applications and database systems.
Knowledge, Skills, and Abilities:
  • Knowledge of database design and development principles, practices, and techniques, as well as current database technologies.
  • Knowledge of data analysis techniques and the various Texas Health and Human Services (HHS) programs.
  • Skills in administering Oracle and MS SQL databases, using data querying and analytics tools, extracting data from OLTP systems for use in OLAP systems, and performing and automating ETL processes.
  • Ability to clearly communicate complex concepts, both verbally and in writing, to audiences with a wide range of backgrounds, experiences, and expertise.
  • Ability to find root causes of problems and devise efficient and effective solutions, train staff in the use of database client tools, and work independently and meet deadlines.
Registration or Licensure Requirements:

Graduation from an accredited four-year college or university, with major coursework in computer science, computer information systems, management information systems, or a related field preferred. Experience may be substituted for education on a year-for-year basis.

  • At least 2 years of full-time job experience doing Data Extraction, Transformation, and Loading (ETL).
  • At least 2 years of full-time job experience managing data in the databases.
  • At least 2 years of full-time job experience writing MS SQL and/or Oracle SQL queries to retrieve data from databases.
