Job Title: Energy Recovery Engineer - Electrical/Control Systems

The Los Angeles County Sanitation Districts invites applications for the position of Energy Recovery Engineer (Electrical/Control Systems) in the Wastewater Management Department within the Industrial Waste Section.

Job Summary:

The incumbent will perform electrical and instrumentation engineering related to the design, operation, and maintenance of the Districts' solid waste facilities and power generation assets. This includes managing the Districts' energy portfolio, serving as a contact with Southern California Edison, and participating in the purchase and sale of electricity, renewable natural gas, and related products.

Responsibilities:
  • Design, develop, and troubleshoot SCADA and industrial control systems for landfill, wastewater, power generation, petrochemical, or heavy industrial facilities projects.
  • Manage the Districts' energy portfolio, including purchasing and selling electricity, renewable natural gas, and related products.
  • Serve as a contact with Southern California Edison for Districts' facilities.
  • Administer energy service and procurement contracts.
  • Develop electrical and instrumentation drawings and specifications.
  • Design low- and medium-voltage power distribution systems and PLC- and hardwired-based control systems.
  • Develop project cost estimates and economic analyses.
  • Review design reports, including control descriptions, P&ID, and other instrumentation submittals.
  • Review contractor and vendor O&Ms and as-built drawings.
  • Provide support for construction inspection and perform functional testing and commissioning for capital improvement projects.
  • Network development and server virtualization.
Requirements:
  • A bachelor's degree in a pertinent engineering discipline from an accredited and recognized college or university.
  • A master's degree in a pertinent engineering discipline from an accredited and recognized college or university, or a PhD in a pertinent engineering discipline from an accredited and recognized college or university.
  • Professional engineering experience, including experience designing, developing, and troubleshooting SCADA and industrial control systems for landfill, wastewater, power generation, petrochemical, or heavy industrial facilities projects.
  • Experience managing energy accounts and participating in the purchase or sale of electricity, natural gas, energy, or commodity.
  • Experience administering energy and procurement contracts.
  • Experience in the engineering, operations, and maintenance of low- and medium-voltage power systems, and in the design and programming of microprocessor control systems.
Preferred Qualifications:
  • Experience with Rockwell Automation FactoryTalk View software and Logix-based PLC hardware families.
  • Experience with OSIsoft Pi System Data Enterprise configuration and administration.
