Job Overview:

The Senior Management Analyst plays a pivotal role within the Operations Support and Oversight unit, reporting directly to the Manager of Reporting and Security in the HHSC Accounting Division.

This position entails the coordination and execution of organizational assessments and evaluations, reviewing operational systems and procedures, maintaining databases, assisting in project management, facilitating work simplification studies, and analyzing operations and procedural manuals to enhance management efficiency and effectiveness.

This role may involve supervising the work of others and operates under limited supervision, allowing for significant independence and initiative in decision-making.

Key Responsibilities:

  • Maintain regular attendance in accordance with agency leave policies and perform additional duties as assigned.
  • Support Accounting management in developing new improvement initiatives or modifying existing processes within various business sections. Evaluate systems and processes, conduct work simplification studies, and assess operations and procedural manuals. Additionally, track and report on identified business process improvement initiatives. -25%
  • Assist in processing and reviewing information reports to support the operations and information needs of the Accounting Department. This includes interest reporting, voucher processing, and other reports that track efficiency in financial processing. -25%
  • Provide system and database support, including the development and maintenance of Power Platform tools and administration of SharePoint. -25%
  • Contribute to the development and publication of the Accounting Annual Business Plan. Collaborate with managers and directors on initiatives that align with Accounting Goals. Monitor the progress of initiatives and document any challenges encountered. -20%
  • Perform other assigned duties as necessary. -5%
Required Knowledge, Skills, and Abilities:

  • Experience in methods analysis, data analysis, reporting, or organizational development.
  • Ability to quickly resolve complex issues through critical thinking.
  • Capacity to operate with minimal guidance and effectively address problems independently.
  • Strong analytical and research capabilities.
  • Proficiency in utilizing digital tools to enhance operational efficiency.
  • Experience in preparing concise reports for senior executives.
  • Background in process improvement methodologies.
  • Excellent communication and interpersonal skills.
  • Preferred experience with Power Platform.
  • Preferred experience in database maintenance.
  • Preferred project management experience.
