Job Summary

The Maryland-National Capital Park & Planning Commission is seeking a highly skilled and experienced professional to serve as the Deputy Executive Director of the Employees' Retirement System. This key leadership role will be responsible for assisting the Executive Director in planning, developing, and evaluating goals, programs, policies, and procedures for the System.

Key Responsibilities
  • Assist in the development and implementation of strategic plans and initiatives to ensure the long-term sustainability and growth of the pension fund.
  • Provide leadership and guidance to the management team, including the Accounting Manager, Member Relations Manager, and Software Manager.
  • Supervise and evaluate staff, including the preparation of individual performance plans, mid and end of period performance appraisals, and development of individual development plans when needed.
  • Make recommendations on new hires and terminations to the Executive Director.
  • Provide key inputs into the formulation and presentation of the annual administrative budget.
  • Approve cash transfers for benefit payments, expenses, portfolio rebalancing activities, and capital calls for private equity managers.
  • Review and assist in the preparation of contractual documentation between the ERS and its service providers.
  • Assure compliance with Federal, State, and local legal and regulatory requirements.
  • Monitor local, State, and national legislation potentially impacting the ERS.
  • Oversee the FOIA/MPIA process.
Requirements
  • Bachelor's degree in finance, business, public administration, or a related field.
  • At least five years progressively responsible pension experience and proven ability to successfully manage a pension fund or similar operation.
  • An equivalent combination of education and experience, and/or five to ten years of proven ability to successfully manage a pension fund or similar operation.
  • Excellent oral and written communication skills.
  • Excellent interpersonal and leadership skills.
  • Demonstrated leadership, analytical and problem-solving skills, financial management, investment, and strategic planning skills.
Working Conditions

Duties primarily performed in the office with flexibility for telework. Considerable pressure to meet deadlines.
