Workforce Planning and Assessment Senior Analyst

ANSER is seeking a senior workforce planning and assessment professional with experience in the semiconductor or microelectronic industry. In this key role, you will conduct workforce assessments, develop and deliver workforce plans, identify required skills for workforce development and growth, and support development planning. You will also assess potential collaboration opportunities within academia and research institutions on current and future workforce capabilities and skill sets.
Key responsibilities include:
- Facilitating alignment between national workforce development ecosystem and industry demands for a skilled and diverse workforce in the semiconductor industry.
- Developing strategies regarding voluntary education frameworks based on identified demand for specific technical skills and competencies.
- Developing programs to increase or enhance current resources to support semiconductor industry worker training, available infrastructure, and faculty.
- Providing support for augmentation of existing scholarships and apprenticeship programs with a specific focus on work-based learning opportunities.
- Establishing programs for reskilling, partnering with national agency staff and program leaders on upskilling existing federal staff into relevant fields.
Required qualifications include:
- Bachelor's degree in human resources, electronics, engineering, or a similarly related field.
- 10 or more years of relevant experience in workforce planning, development, or analysis.
- 5 or more years of relevant experience within the semiconductor or microelectronics industries.
- Experience/knowledge of engineering, manufacturing, and/or technician workforce development.
- Demonstrated experience in communicating technical information to non-technical audiences and developing papers, reports, and briefings targeted to decision makers.
- Demonstrated experience in solving complex problems across the Government, industry, and/or academia.
- Ability to obtain and maintain a SECRET security clearance.
Preferred qualifications include:
- Master's degree.
- Experience/knowledge of supporting the planning and management of projects within a federal context.
- Experience/knowledge of budgeting, contracting, and financial management.
- Experience/knowledge of supporting policy and process improvement activities.
- Experience/knowledge in working with underrepresented groups and/or promoting diversity, equity, and/or inclusion.
