Position Overview
This role qualifies for the Education Debt Reduction Program (EDRP), which provides reimbursement for student loan payments.

Applicants must satisfy specific eligibility criteria as outlined by VHA policy and submit their EDRP application within four months of their appointment.

Approval of the program, award amounts (up to $200,000), and eligibility duration (ranging from one to five years) are determined by the VHA Education Loan Repayment Services program office following a thorough review of the EDRP application.

United States Citizenship:
Non-citizens may only be appointed when it is not feasible to recruit qualified citizens in line with VA Policy.
Education
A Doctor of Optometry degree from an accredited optometry program.
The degree must be obtained from a school or college recognized by the Secretary of Veterans Affairs for the year the course of study was completed.

Approved institutions include:
United States and Canadian schools or colleges of optometry accredited by the Council on Optometric Education of the American Optometric Association, as listed for the year the course of study was completed.
Schools (including foreign institutions) accepted by the licensing authority of a State, Territory, or Commonwealth of the United States, or in the District of Columbia, as qualifying for full or unrestricted licensure.
Licensure or Registration
Optometrist (Excluding Residents)
Must be licensed to practice optometry in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Optometrists are required to hold full and unrestricted licensure and maintain current registration in their State of licensure, if mandated by that State.
The facility Director may waive this requirement if the optometrist is to serve in a country other than the United States and possesses licensure in that country.
Proficiency in English

Optometrists appointed to direct patient-care roles must demonstrate proficiency in both spoken and written English as mandated by 38 U.S.C. 7402(d) and 7407(d).



Grade Determinations:
Full Grade: Two years of optometric practice or its equivalent.
One year of approved residency training or its equivalent, acceptable to the Council on Optometric Education of the American Optometric Association, is acceptable in lieu of the two years of practice.
Candidates must demonstrate the professional competence and performance necessary to independently provide the full range of clinical optometric diagnosis and treatment for prevalent types of vision dysfunctions and detect and refer patients with ocular diseases or systemic conditions affecting the eye.
Intermediate Grade: Must meet the requirements in paragraphs (1), (2), and (3) below: Four years of optometric practice or its equivalent.
One year of approved residency training or its equivalent, acceptable to the Council on Optometric Education of the American Optometric Association, is acceptable in lieu of two years of practice.
The optometrist at this level must have successfully passed the examinations of the National Board of Examiners in Optometry and achieved either of the following: (a) The stature that would warrant appointment at the clinical instructor or higher level at a school or college of optometry.
(b) The professional ability and personal attributes meriting significant recognition by a recognized professional organization, such as election to a Fellowship in the American Academy of Optometry.
Must have achieved a high level of professional attainment illustrated by one or more of the following examples: (a) Recognition as an expert in diagnosing and treating unusual and complicated visual dysfunctions.
Typically, in this capacity, serves as a consultant to optometrists and other professionals in various health facilities or provides expert clinical services in specialized areas.
(b) Responsibility for a multi-faceted optometric program including clinical research and/or training requiring a high degree of competence and skill in developing innovative instrumentation and treatment techniques.
(c) Significant contributions to vision research in complex problem areas requiring novel approaches, resulting in valuable publications.
(d) Full responsibility for conducting an optometric training program of significant size, maintaining liaison with affiliated schools and other educational institutions.
Senior Grade: Must meet the requirements for Intermediate grade and the requirements in paragraphs (1) and (2) below: The optometrist at this level possesses academic stature warranting a faculty appointment at a professional level in an approved school or college of optometry.
Must demonstrate recognized superior professional attainment evidenced by one or more of the following examples: (a) Leadership in addressing major optometric issues affecting quality care services at a VISN, statewide, or national level.
(b) Responsibility for a major optometric program segment on a national level.
(c) Conducting high-level studies in challenging areas of vision research contributing to substantial advancements in the health field, with significant professional publications.

Physical Requirements:
Light lifting (under 15 lbs); Light carrying (under 15 lbs); Use of fingers; Both hands required; Near vision correctable at 13" to 16" to Jaeger 1 to 4; Ability to distinguish basic colors; Hearing (aid may be permitted); Emotional and mental stability.

Environmental Factors:
Working closely with others; Working independently.
Key Responsibilities

Located in a scenic area, this position allows for easy access to nature while providing essential eye care services.

Optometrists serve as independent primary health care professionals for the eye, responsible for examining, diagnosing, treating, and managing diseases, injuries, and disorders of the visual system, the eye, and associated structures, as well as identifying related systemic conditions.

The responsibilities of this position include, but are not limited to:

  • Assisting in performance evaluations of support staff within the clinic, if applicable.
  • Completing assessments on supervised optometry students and residents, if applicable.
  • Examining and diagnosing diseases, injuries, and disorders of the visual system and the eye.
  • Prescribing medications, low vision rehabilitation, vision therapy, spectacle lenses, contact lenses, and performing certain surgical procedures.
  • Counseling patients regarding surgical and non-surgical options tailored to their visual needs.
  • Collaborating with other medical staff and health care professionals regarding eye care.
