Northrop Grumman Aeronautics Systems is seeking a Principal Technical Services Project Manager or Senior Principal Technical Services Project Manager to enhance our diverse and skilled team. This role can be based in San Diego, CA, Palmdale, CA, or Hybrid.

The Technical Services Project Manager (TSPM) is entrusted with the responsibility for the execution of material procurement, delivery timelines, and project financials across the Digital Manufacturing Technology (ManTech) sector for various locations. This position necessitates interaction with both internal and external stakeholders, program offices, multiple business units, engineering teams, and executive leadership. Additionally, the role demands the capability to manage multiple projects simultaneously in a dynamic and fast-paced environment.

Key Responsibilities:

  • Oversee procurement execution for all assigned initiatives
  • Ensure timely delivery and manage supply chain schedules
  • Proactively identify and address supply and demand gaps
  • Manage financial aspects including EAC's, material budget forecasting, and accruals
  • Present confidently in Program Management Reviews, leadership briefings, and customer meetings
  • Develop innovative solutions to complex supply chain challenges using data-driven strategies
  • Source and onboard new suppliers
  • Maintain essential supplier relationships
  • Identify and manage Risks and Opportunities related to the program
  • Resolve immediate issues while ensuring long-term program success
  • Demonstrate adaptability in a fast-paced work environment
  • Implement strategies to mitigate current and future material shortages
  • Coordinate and optimize delivery schedules with key suppliers
  • Challenge obstacles to excellence and promote continuous improvement

Basic Qualifications for Principal Technical Services Project Management (Level 3):

  • Bachelor of Science degree with 4 or more years of experience in aviation, supply chain, systems engineering, aerospace, or manufacturing/production; OR Master of Science degree with 3 or more years of experience in the same fields; OR PhD with 0 or more years of experience in these areas.
  • Proficient in Project/Supply Chain Management including proposal development, scheduling, and budget oversight on defense programs.
  • Must be able to obtain and maintain a DoD Secret clearance.
  • Experience with SAP and ERP systems.
  • Proficient in Microsoft Office Suite including Word, Project, Excel, and PowerPoint.
  • Strong written and verbal communication and presentation skills.
  • Excellent Budget Management capabilities.
  • Experience collaborating with engineers and technical products.
  • Willingness to travel up to 25%.

Basic Qualifications for Senior Principal Technical Services Project Management (Level 4):

  • Bachelor of Science degree with 8 or more years of experience in aviation, supply chain, systems engineering, aerospace, or manufacturing/production; OR Master of Science degree with 6 or more years of experience in these fields; OR PhD with 4 or more years of experience in the same areas.
  • Proficient in Project/Supply Chain Management including proposal development, scheduling, and budget oversight on defense programs.
  • Must be able to obtain and maintain a DoD Secret clearance; US citizenship is required.
  • Experience with SAP and ERP systems.
  • Proficient in Microsoft Office Suite including Word, Project, Excel, and PowerPoint.
  • Strong written and verbal communication and presentation skills.
  • Excellent Budget Management capabilities.
  • Experience collaborating with engineers and technical products.
  • Willingness to travel up to 25%.

Preferred Qualifications:

  • Active DoD Secret Level Clearance
  • Current Special Program Access.
  • Experience in Supplier Agreement creation and execution.
  • Knowledge of Defense Hardware import/export compliance.
  • Familiarity with Earned Value Management and Cost Account Management.
  • Experience in subcontract management.
  • Understanding of Government Procurement processes and regulations including FAR.
  • Ability to interpret engineering drawings and blueprints.
  • Experience leading and supporting prime proposal efforts.
  • Advanced Excel skills including pivot tables, macros, and VBA.
  • Experience with Digital Transformation, Secure Communications Systems, Augmented Reality/Virtual Reality, Systems Integration, IIoT, and/or production manufacturing operations.
  • Experience in Digital Manufacturing.

Salary Range: $107,300 - $160,900

Salary Range 2: $133,000 - $199,600

The salary range provided serves as a general guideline; however, Northrop Grumman evaluates several factors when determining base salary offers, including the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions and allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. Furthermore, Northrop Grumman offers a variety of benefits, including health insurance coverage, life and disability insurance, savings plans, company-paid holidays, and paid time off (PTO) for vacation and/or personal business.
