Overview:
This position is situated within the Prosthetics & Sensory Aid Service, part of the Prosthetic Service Line, dedicated to supporting Veterans.
Objective:
The role focuses on executing medical supply procurement and inventory oversight for the administrative and clinical sectors of the Veterans Affairs, ensuring the fulfillment of all necessary requirements to deliver prosthetic and sensory aid services, including durable medical equipment and supplies for Veterans.
Key Responsibilities:
This position follows a multi-grade career ladder. The primary duties outlined below represent the full performance level of GS-7. At the GS-5 level, the employee will undertake tasks of a more limited scope and with reduced autonomy, gradually gaining the expertise needed to operate at the GS-7 level. Promotions are subject to supervisor discretion based on performance, availability of higher-level tasks, and funding.
- Conduct technical purchasing support in compliance with Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulations (VAAR), and relevant directives to procure Veteran-specific medical equipment, supplies, and services as determined by clinical assessments.
- Prepare and submit Acquisition Plans and Procurement Packages to the Network Contracting Office, ensuring all necessary documentation is uploaded to the Electronic Contract Management System (eCMS).
- Confirm vendor eligibility by verifying Data Universal Numbering System (DUNS) and Bradstreet information, ensuring compliance with the System for Award Management (SAM).
- Maintain accountability for all prosthetics expenditures, linking obligations to individual Veterans.
- Document the services provided, detailing both the type and duration of service.
Complex Purchasing:
This involves extensive research, analysis, and collaboration to ensure optimal value and suitability of devices for Veterans.
Routine Purchasing:
This includes processing standard purchase orders through established contracts or vendor resources, requiring significant research and analysis.
Additional Duties:
Perform other responsibilities as assigned.
Promotion Potential:
The selected candidate may advance to the full performance level without further competition upon meeting all regulatory, qualification, and performance criteria.
Work Schedule:
Standard hours are Monday through Friday, 8:00 AM - 4:30 PM, with regular telework options available.
Conditions of Employment:
Applicants must be U.S. Citizens. Registration with Selective Service is required for males born after 12/31/1959. Proficiency in English is necessary. A probationary period may be required, and candidates must undergo a background/security investigation.
Qualifications:
To qualify, applicants must meet all requirements by the closing date of the announcement. Specific grade requirements apply based on prior federal employment.
Physical Requirements:
This role primarily involves sedentary work, but may require physical activity in inventory management, including lifting and moving items up to twenty-five (25) pounds.
