Job Overview and Responsibilities
The Health Services Specialist (Safety) will report to the Nurse Administrator or designated Supervising Registered Nurse within the Central Nursing Services Department. The incumbent will be tasked with a variety of responsibilities, including but not limited to:
• Ensuring that a comprehensive and relevant Admission nursing assessment is completed, facilitating Nursing interventions and contributions to the Treatment Care Planning process.
• Supervising the medication administration process to ensure adherence to hospital policies and procedures, including the certification of licensed nursing personnel for medication administration.
• Monitoring compliance with proper nursing care protocols and ensuring all nursing staff adhere to these standards.
• Guaranteeing that audits mandated by nursing services and Program Management are conducted and compiled on a monthly and quarterly basis.
• Ensuring that all nursing care staff within the Programs receive adequate training in nursing documentation practices.
• Possessing sufficient computer skills to generate reports, input data, and extract necessary information for quality monitoring of nursing services.
• Responding to and engaging in emergency behavioral and medical situations as they arise.
• Ensuring that nursing staff are adequately trained in Public Health protocols to safeguard patients and staff against infections and diseases.
• Evaluating and monitoring nursing care and documentation practices.
• Conducting daily visits to each unit within the Program.
• Monitoring patients who are restrained or secluded on a daily basis.
• Assisting staff in assessing and authorizing Restraints and Seclusion, as well as providing first aid and CPR while adhering to infection control protocols as necessary.
• Evaluating and overseeing the quality of care provided, intervening in patient behaviors that may pose risks to individuals, property, or indicate potential escape attempts.
• Applying and demonstrating knowledge of Therapeutic Strategies and Interventions (TSI) effectively.
• Ensuring that documentation and Nursing Interventions for current treatment care plans are established and maintained.
• Acting as a resource and consultant for all hospital personnel.
Eligibility Requirements:
To be considered for this position, candidates must meet one of the following criteria:
1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service examination relevant to this classification, OR
2. BE TRANSFER ELIGIBLE: Currently employed with the State of California in the same classification or a comparable one (employees seeking consideration based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR
3. BE REINSTATEMENT ELIGIBLE: Previously held permanent employment with the State of California in the same classification or a comparable one.
*Minimum qualifications will be verified prior to scheduling an interview. Proof of minimum qualifications must be submitted with your application, which may include a copy of unofficial college transcripts.
MINIMUM QUALIFICATIONS: Must possess the legal requirements to practice as a professional Registered Nurse in California as determined by the California Board of Registered Nursing. (Applicants currently in the process of obtaining approval of their qualifications by the California Board of Registered Nursing will be admitted to the examination, but must meet all legal requirements as determined by that Board before being eligible for appointment.) AND Either I Education/Experience: Bachelor of Science degree in a health-related field and one year of nursing experience with developmentally or mentally disabled individuals. Or II Experience: One year of experience performing duties comparable to a Registered Nurse, Range B, in a California developmental center or State hospital with developmentally or mentally disabled individuals. Or III Experience: One year of experience overseeing nursing services in a developmental center or State hospital level-of-care unit during an eight-hour shift with developmentally or mentally disabled individuals.
*If it is determined that an applicant does not meet the minimum qualifications, their name may be removed from the eligibility list.

Candidates must provide their current California Registered Nurse License number, free of disciplinary action, on their application.
Candidates who believe they meet the Minimum Qualifications based on a pattern of education from the classification description must submit a copy of their unofficial transcripts, including the date the degree was conferred, if applicable, along with their application (STD. 678) to be considered for this position. Higher degrees cannot be accepted without evidence of the lower degree that leads to it. Please note: foreign transcripts must include verification for US equivalency through an independent company.
