We are seeking a highly skilled Recruitment Officer to join our team at the State of Maryland. As a Recruitment Officer, you will be responsible for recruitment and employment responsibilities for the Department of Human Services (DHS), Office of the Secretary and all Executive/Leadership positions that report to this office.
Key Responsibilities- Primary responsibility for recruitment activities for DHS Headquarters administrations including Executive/Leadership Team for DHS Headquarters.
- Determining the appropriate recruitment methodology, preparing vacancy announcements, requesting position specific recruitment, sending recruitment letters to eligible candidates, creating and clearing eligible lists, reviewing, screening and approving eligible applicants, determining minimum qualifications, finalizing the appointment of selected candidate and obtaining required approvals.
- Utilizes and recommends a variety of recruitment methods for filling positions, such as advertisements-local and/or national circulation, receive, review, screen, approve and route resumes to appropriate hiring authority.
- Reviews and acquires the necessary signatures for hiring selection packages. Verifies that appropriate procedures are followed and all supporting documentation is included in the selection packet, from initial recruitment effort through actual notification of the incumbent's start date.
- Responsible for processing DHS Hiring Exception Request for Department of Budget and Management (DBM) approval to fill vacant positions throughout the entire agency.
- Conducts and coordinates new employee orientation sessions, providing an overview of DHS organizational structure, mission and Strategic Plan, state employee responsibilities and benefits, including but not limited to insurance benefits, pension, holidays, leave, etc.
- Attends and makes presentations at job fairs and other-HR related activities as needed.
- Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire.
- Experience: Six years of experience, two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist.
- Notes: Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.
- Six months experience using an HRIS system.
- Six months experience conducting or assisting with recruiting for positions.
- Six months experience conducting training for HR staff and hiring managers related to HR policies and procedures.
- Ability to communicate effectively and maintain confidentiality.
- Strong customer service skills.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date).
Annual Leave - ten (10) days of accumulated annual leave per year.
Sick Leave - fifteen (15) days of accumulated sick leave per year.
Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
Holidays - State employees also celebrate at least twelve (12) holiday per year.
Pension - State employees earn credits towards a retirement pension.
Positions may be eligible for telework.
