Job Overview

Position Summary:
The Senior Construction Inspector / Construction Oversight Manager will report directly to the Supervising Construction Inspector.
-This role is accountable for executing a range of essential job functions, including the inspection of various projects, as designated by the Program Management Office (PMO) or their representative.
-The individual will ensure adherence to permitted and Division of the State Architect (DSA) approved plans; conduct inspections of construction activities to guarantee accurate interpretation of engineered construction documents; document variances and inspections; address inquiries and concerns from PMO, personnel, or external organizations.

-Conduct continuous inspections on multiple projects; identify, report, and resolve minor issues affecting assigned projects; ensure that approved materials are received and properly integrated into the project; coordinate material testing as necessary; perform calculations from plans to verify locations, grades, and depths of utilities within the project; identify non-compliant work and take appropriate corrective actions in accordance with The Field Act (AB 1545).
-This position will ensure that all changes and modifications are documented on the final plans; possess a general understanding of code requirements; create photographic documentation of the project's progress.
-Maintain thorough, accurate, and informative daily, weekly, monthly, and final reports; foster communication and coordination with other departments, as well as internal and external agencies.
-Understand CALOSHA worksite safety regulations; utilize departmental equipment and safety attire in compliance with all rules and regulations.
-Review plans and specifications thoroughly and report any discrepancies to the supervisor; promptly inform the supervisor of critical issues and potential delays.
-Ensure that all necessary permits have been obtained and are adhered to.
-Participate in all safety meetings and assigned training sessions.
-Travel to and from assigned projects while adhering to all departmental driving policies.
-Manage, oversee, and coordinate all aspects of construction related to Bond funded projects, including mobilization, construction, and closeout.
-Engage in pre-construction meetings and other related construction activities.
-Evaluate contractors' initial construction schedules, submittals, and schedule of values, and respond to contractor inquiries.
-Assist the CPT in negotiations with contractors to achieve fair and reasonable costs for change orders and assess their impact on the project as necessary.
-Perform additional Construction Management functions as assigned.


Minimum Required Qualifications:
8 years of experience in Construction Management for Commercial and/or Public Facilities, preferably including Educational Facility Construction.

  • BS or BA in Architecture, Engineering, Urban Planning, Construction Management, or a closely related field. Four years of additional qualifying experience beyond the minimum stated above may substitute for the required education.
  • Active DSA Class 1 Inspector Certification.
  • Experience with Division of the State Architect (DSA) construction/design processes.
  • One year of experience in supervising or inspecting engineering construction work.
  • Ability to read and interpret complex construction blueprints.
  • Proficiency in using programs such as Microsoft Office and web-based program management software.

    Preferred Qualifications:
    **Experience with Building Information Modeling (BIM)
    **Experience with Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS)
    **Experience in a public higher education capital improvement program.
    **Experience with alternative delivery methods.
    **A valid Certified Construction Manager (CCM) credential from the Construction Manager Certification Institute (CMCI)
