Job Summary

The City of Chesapeake seeks a highly skilled and experienced Community Programs Administrator to lead the planning, organization, and evaluation of community-based programs. This key role is responsible for staff supervision, policy development, administrative functions, and overseeing the day-to-day operations and budget of various community-based programs.

Key Responsibilities
  • Program Development and Implementation: Research and develop policies and procedures for assigned areas, develop and plan performance measures and project tracking programs.
  • Staff Supervision: Supervise staff, including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination.
  • Community Engagement: Develop and maintain collaborative working relationships and partnerships with various public, private, and non-profit entities in the community.
  • Administrative Functions: Perform administrative tasks such as recording information, preparing budgets, controlling and reporting on expenditures, developing grant applications and budgets, compiling reports, and making presentations.
  • Strategic Planning: Formulate short and long-range strategic plans and provide vision and leadership to improve organizational effectiveness and ensure program conformance to federal, state, and city laws, regulations, and policies.
  • Reporting and Analysis: Gather and maintain information/data to support periodic and special reports documenting activities and events for the area of assigned responsibility; prepare various reports for the City Manager's office.
  • Citizen Assistance: Provide assistance to citizens and community groups regarding various community programs.
  • Program Implementation: Implement various community programs regarding specific needs by consulting with citizens, community groups, and businesses through community outreach and citizen engagement.
  • Professional Development: Attend or conduct staff and other professional meetings to exchange information; conduct training classes for senior support staff.
  • Legislative Analysis: Analyze and interpret existing and proposed legislation to determine its impact on City policies, practices, programs, and operations.
