This role involves overseeing, operating, and maintaining data systems for various property types including residential, commercial, industrial, personal, and exempt properties. The specialist will also support all Appellate Tax Board activities, including court hearings, and assist in the valuation of all real estate. Additional responsibilities include collaborating with the Board of Assessors on multiple facets of municipal tax assessment and performing other related tasks as necessary.


Key Responsibilities:
  • Evaluate real estate market dynamics to identify trends and fluctuations. Gather information from relevant municipal departments and officials that may influence property values.
  • Identify and assess exempt properties within the municipality. Review and process applications for property tax abatements and exemptions, determining eligibility and making recommendations to the Board.
  • Oversee and guide staff in the implementation of residential exemptions, which necessitates regular reviews and updates.
  • Assist in field evaluations for residential, commercial, and industrial properties, ensuring accurate personal property valuations.
  • Conduct inspections and measurements of real and personal properties to estimate fair market values for taxation. Utilize standard tables and formulas for computations.
  • Annually assess and value all modifications to taxable properties, advising the Board of Assessors on assessments.
  • Prepare and provide information and support materials for the annual classification meeting with the Board of Assessors and the Board of Selectmen.
  • Engage in the posting, balancing, and reconciling of valuations to establish the tax rate, prior to state certification. Assist in preparing tax recap sheets and generating reports as required by the Board of Assessors.
  • Direct field inspectors and assign responsibilities for neighborhood assessments. Review field inspectors' data for consistency and accuracy.
  • Manage and maintain departmental data systems effectively.
  • Update property record files and perform data entry for building permits and sales inspections.
  • Compile and prepare comparative cost and sales studies, and assist in the preparation of materials for Appellate Court cases under the guidance of the Assessor - Commercial Valuation Director.
  • Provide information and assistance to property owners regarding assessment policies, specific valuations, tax abatements, and exemptions. Aid the public in navigating Assessor's maps and filing applications.
  • Maintain the office procedures manual and assist in certifying lists of abutters for various boards as needed.
  • Collaborate with other departmental staff on special research projects as assigned.
  • Assist in the revision of the Assessor's map in conjunction with the Engineering and GIS Departments.
  • Supervise and analyze motor vehicle excise tax billing processes, preparing necessary billing files and commitments.
  • Draft correspondence to clarify the Board's position in response to common inquiries.
  • Recommend the acquisition of technical equipment and supplies as necessary.
  • Maintain Personal Property records using Computer Assisted Mass Appraisal Software (CAMA) and oversee data collection for triennial recertification and annual updates.
  • Participate in professional meetings, training sessions, and seminars.
  • Perform similar or related duties as required or directed.
Qualifications:

A Bachelor's degree in business administration or a related field, combined with three to five years of experience in appraising or assessing, or an equivalent combination of education, training, and experience is required.

Special Requirements:
  • Must possess or be eligible for Massachusetts Accredited Assessor (MAA) designation within two years of employment.
  • A valid motor vehicle operator's license is required.
Knowledge, Skills, and Abilities:

Knowledge: Comprehensive understanding of Massachusetts laws related to municipal finance and property assessment for taxation. Familiarity with various assessment formulas and real estate characteristics. Proficient in mapping procedures and computer-assisted mass appraisal systems.

Skills: Strong aptitude for numerical analysis and detail-oriented tasks. Excellent verbal and written communication abilities. Proficient in standard office equipment and software.

Abilities: Ability to collect, analyze, and interpret diverse data sources. Capability to manage field operations and ensure data accuracy. Competence in handling inquiries and complaints with professionalism.
