Pension Administration Overview

The Metropolitan Transportation Authority is seeking a highly skilled and experienced Deputy Director of Pension Administration to join our team. As a key member of our Pension Administration department, you will be responsible for overseeing the day-to-day operations of the MaBSTOA Pension Plan, ensuring accurate and timely pension benefit calculations, and providing technical direction to staff.

Key Responsibilities
  • Oversee the administration of the MaBSTOA Pension Plan, including coordination of participant summary plan documents (SPDs) and updates.
  • Interact with MTA Labor Relations, MTA Legal Counsel, and actuaries to ensure compliance with plan documents, collective bargaining agreements, and memoranda of understanding.
  • Establish relationships with pension counterparts at NYCERS to ensure updates in those systems are conveyed to staff.
  • Work with the Quality Control Officer to establish and implement internal controls and checks and balances to ensure pension benefits are calculated correctly and processed correctly in the Benefit Payment system.
  • Collaborate with MTA IT, NYCT IT, and Pensions Special Project manager to develop and implement pension modules in PeopleSoft and GEAC/MSA for the MaBSTOA Plan.
  • Ensure procedures and policies are complete and implemented.
  • Work closely with MTA Benefits, HRIS, and payroll to ensure accuracy of data.
  • Work closely with Quality Control Officer and Special Projects managers to implement annual reviews of various aspects of the administration of the Plan.
  • Work closely with staff and IT on the annual Actuarial Valuation report.
  • Establish and implement internal controls to ensure pension benefits are calculated and processed correctly in the Benefit Payment system.
  • Manage a team to perform monthly reconciliations of the Benefit Payment systems.
  • Work with Internal Audit to establish operational and administrative best practices.
  • Address escalated customer issues.
  • Work with Agency HR departments to communicate pension benefit and participant information.
  • Work with Pension Disability coordinator and NYCERS on disability retirement applicants and benefits.
  • Work closely with Pension Counsel to review pension guidelines and payments.
  • Chair the MaBSTOA Pension Administration Board.
  • Manage and review all post-retirement death benefits.
Requirements
  • Bachelor's degree in Human Resources Management, Administration, Public Policy, or a related field from an accredited college.
  • Minimum 10-12 years in Benefits Administration or related experience, with 8 years working with pension plans, including at least 5 years in a department lead or supervisory role in a large, multi-faceted, fast-paced organization or governmental body.
