Procurement Specialist

We are seeking a highly skilled Procurement Specialist to join our team at Delphinus Engineering, Inc. in Bremerton, WA. The successful candidate will be responsible for ensuring the efficient and effective procurement of materials and services, while maintaining compliance with Government policy, Federal Acquisition Regulations, and Public Law.
Key Responsibilities- Apply procurement policies and procedures, and ensure compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS) related to procurement and management of material and equipment.
- Prepare Purchase Orders (POs) based on Purchase Order Requests (PORs) from Program Managers and Logistics, ensuring all quality attributes and requirements are included in the PO.
- Track POs from inception through acceptance by the vendor with signature.
- Ensure purchase orders and required documentation are in compliance with the approved procurement system for defined price thresholds, including definition of requirements, competition, vendor qualifications, representations, and certifications.
- Communicate with Program Managers on current status of material and services.
- Monitor material and services procured for each task to ensure on-time delivery within the quoted price and assist in expediting delivery based on Program Manager requirements.
- Forward invoices received on POs for payment after the item has been satisfactorily inspected and received.
- Maintain and retain all procurement files.
- Prepare Vendor Feedback reports to address issues with received material.
- Assist with audits of procurement files.
- Manage purchases using Purchase Card (P-Card) process, observing company limitations on use and reconciling the account with PORs authorized by Program Managers.
- Provide input for addressing Corrective Action Reports (CAR) regarding purchasing process issues.
- Typically requires 2-5 years' experience in a related field. High school diploma or GED, or equivalent combination of education and work experience.
- Ability to handle sensitive and confidential information.
- Attention to detail is a must.
- Excellent communication skills (both written & oral), organizational, and interpersonal skills.
