ABOUT THE POSITION
The County of Riverside TLMA Transportation Department is seeking qualified candidates for the role of Civil Engineering Associate. This position offers opportunities in both the Traffic Engineering Division and Construction Inspection Division.
Traffic Engineering Responsibilities
The selected candidate will be engaged in traffic analysis, liaising with the public on traffic operational matters, and evaluating land development proposals concerning traffic implications, safety, and necessary mitigation strategies. Key tasks include traffic signal design, street enhancement, sidewalk, and ADA ramp planning, as well as the preparation and assessment of signage, striping, and traffic control documentation.
The ideal candidate will possess experience in transportation or public works project development and review, familiarity with the CEQA process, and knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), ADA regulations for pedestrian accessibility, and Caltrans standard specifications. Proficiency in software such as MicroStation, ArcMap/ArcGIS Pro, Bluebeam, MS Office, Synchro & SimTraffic, and Windows 10 is preferred.
Construction Inspection Responsibilities
In the Construction Inspection Division, the Engineer will provide essential inspection and field engineering support for various public works initiatives. Responsibilities will encompass construction site inspections, contract oversight, compliance verification with plans and specifications, and addressing inquiries related to construction activities.
The Department seeks candidates with a solid understanding of State and Federal standards applicable to public works construction, including engineering principles related to traffic safety, transportation planning, highway design, flood control, and environmental monitoring. Experience in engineering construction inspection is highly desirable.
General Duties Across Divisions
The incumbent will collaborate with other Transportation Divisions and County departments to coordinate capital and development projects, engage with developers and the public, review and implement plans, and perform additional engineering tasks as assigned.
Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers is required for the Associate Civil Engineer classification.
Qualifications
To qualify for this position, candidates must have a bachelor's degree in civil engineering from an accredited institution and relevant professional experience in civil engineering, including specialized experience in traffic engineering or public works projects.
Knowledge and Skills Required
Candidates should demonstrate knowledge of CA MUTCD regulations, development standards, traffic impact analyses, and the fundamentals of civil engineering. Strong mathematical and analytical skills, along with the ability to maintain effective working relationships, are essential for success in this role.
