Vital Statistics Clerk

Job Summary

The County of Yolo is seeking a highly organized and detail-oriented individual to fill the position of Vital Statistics Technician. This role is responsible for processing, registering, and maintaining files on birth, death, and fetal death certificates, as well as maintaining files on disposition of human remains permits.

Key Responsibilities

• Process and register vital records, including birth and death certificates, and fetal death certificates.
• Maintain accurate and up-to-date files on disposition of human remains permits.
• Assist the public with vital record matters, including providing information and referring them to the state for delayed registration of birth, affidavit to amend a record, supplemental name reports, and new birth certificates after acknowledgement of paternity.
• Operate computers, reproduction, and scanning equipment to capture and reproduce vital records and data for archival storage and distribution to the public.
• Maintain the security of legally confidential vital records.
• Prepare and mail monthly billings to funeral homes for certified copies of death certificates requested, and disposition of human remains permits issued.
• Compile and prepare monthly workload data reports.
• Provide assistance to local online agencies in the maintenance and operation of computer systems for registering births, deaths, and fetal deaths, and issuing burial permits.
• Prepare and process requests for vital records, and issue certified copies of official and vital records.
• Review microfilm for legibility and completeness, and mail out recorded official records.
• Review, issue, and file Fictitious Business Name statements, Department of Fish and Game filings, Power of Attorney forms, register process servers, Professional Photocopiers, Legal Document Assistants, and Unlawful Document Assistant applications, and issue appropriate identification cards.
• Review and receive Conflict of Interest Statements.
• Review marriage license applications, issue marriage licenses, and perform marriage ceremonies as a deputy civil marriage commissioner.

Requirements

• Graduation from high school or possession of a valid certificate.
• Two years of increasingly responsible clerical experience, including entering, retrieving, and compiling statistics from a management information system.
• One year of full-time business education beyond the high school level may be substituted for one year of the required experience.
• It is preferred that incumbents be bilingual in another language in addition to English.
