The Metra Police Department is dedicated to safeguarding commuters utilizing the Metra system and its properties. Their mission is to protect the lives and assets of the individuals they serve, diminish the occurrence and anxiety surrounding crime, and enhance public safety. The Metra Police actively engage with first responders and collaborate with local, state, and federal agencies during service interruptions, partnering on security strategies. Their efforts ensure the safety of Metra's passengers and staff while minimizing train delays.

Reporting to the Police Operations Commander for Area 1, the Surveillance Operations Analyst functions within the Multimedia Analytic Center (MAC) to observe, evaluate, and respond to incoming information from various communication channels regarding ongoing crimes, emergencies, special events, severe weather, and significant incidents that may threaten public safety or Metra's operations. Information sources include, but are not limited to, Metra's video surveillance systems, the Commuter Observation Protects the System (COPS) program, radio communications, and electronic data systems from federal, state, and local law enforcement agencies and task forces. The analyst monitors the MAC video camera system, COPS console, and other official sources of restricted information to identify incidents in real-time or historically. They assess incoming reports and take decisive measures to mitigate threats, provide assistance, and notify the appropriate law enforcement agencies or emergency response services. Staying informed about relevant developing situations through news media and other communication channels is essential. The analyst also researches archival videos based on date/time parameters to identify reported and unreported incidents, assists in retrieving video footage from fixed remote surveillance for criminal investigations, and organizes multiple camera views to create a comprehensive investigative presentation. Final files are created and transferred to DVDs and jump drives. Utilizing a five-step threat assessment system, they analyze cluster indicators or observed patterns and issue actionable law enforcement notifications according to the applicable agency's guidelines. Electronic alerts are promptly dispatched to Metra's police personnel to disseminate information. A detailed log of activities, observations, actions, and notifications is maintained. The analyst enters and manages computerized hot file (CHF) records and responds to record status requests for hit confirmation as a LEADS operator. Collaboration with various government agency officials is necessary to assist with investigations and respond to inquiries regarding video system access. The analyst may be required to testify in court concerning criminal activities observed or recorded on video equipment and transport video evidence files to court as needed. In-state travel may be necessary for meetings, conferences, training, or court testimony. They are subject to recall in response to public safety emergencies and perform other related duties as assigned to meet the organization's ongoing needs.

Requirements

  1. Associate's degree in Criminal Justice, Public Safety Administration, Digital/Visual Communications, or a related field, or a combination of education, training, and experience, or two (2) years in law enforcement, multimedia communications, or public safety analyzing crime or intelligence information for the military, government, or a law enforcement agency.
  2. In addition to #1, must have two (2) years of experience in public safety, multimedia communications, video system technology, or a related field.
  3. Membership in the Law Enforcement Enterprise Portal (LEEP) is mandatory (training for membership is required; annual authorized membership must be maintained). Certification must be obtained within 90 days of hire.
  4. Membership in the Federal Bureau of Investigation's (FBI) restricted web group, eGuardian, and Chicago Joint Terrorism Task Force (JTTF) is mandatory (training for membership is required; annual authorized membership must be maintained). Certification must be obtained within 90 days of hire.
  5. Must pass a comprehensive Metra Police Department background check, including fingerprints and a credit check.
  6. Strong knowledge of public safety principles.
  7. Familiarity with LEADS policies and procedures.
  8. Excellent verbal and written communication skills.
  9. Strong observational skills.
  10. Intermediate computer skills using Microsoft Office or similar programs.
  11. Willingness and ability to learn advanced operations of restricted police databases and government websites.
  12. Able to analyze situations, identify patterns, and respond appropriately under strict time constraints.
  13. Able to support decision-makers by effectively translating visual observations into actionable communications while under stress.
  14. Able to work independently or collaboratively on teams that may include officers, supervisors, detectives, command staff, and other federal, state, and local agencies.
  15. Ability to handle and manage highly confidential and time-sensitive information.
  16. Law Enforcement Agency Data System (LEADS) operator certification with full access (bi-annual re-certification required). Must attain within 90 days of hire.
  17. Must possess and maintain a valid driver's license.
  18. Ability to stand, walk, and/or sit for extended periods.
  19. Hearing/Visual acuity, including far/near vision, depth perception, field of vision, and color vision.
  20. Ability to lift and move up to 50 pounds.
  21. Must be able to operate a vehicle.
  22. Willingness to travel within and outside of Metra's six-county region.
  23. Availability on-call 24 hours a day, 7 days a week, 365 days a year, including weekends and holidays.
