Lead Legal Advisor or Senior Legal Counsel

About the Role: The Legal Department at San Diego Community Power is seeking a qualified attorney to fill the role of Lead Legal Advisor or Senior Legal Counsel, depending on qualifications. This position will operate under the guidance of the General Counsel, providing essential legal insights and advice to support the agency's business decisions in compliance with local, state, and federal regulations. Key responsibilities include public procurement, contract law, energy legislation, municipal law (including the Brown Act and Public Records Act), and employment law. The role involves delivering both written and verbal legal counsel to agency personnel, engaging with external partners and outside legal advisors, and supporting the Board of Directors as needed.

KEY RESPONSIBILITIES

  • Provide comprehensive legal support for the agency's financial, operational, and customer program contracts, including the review, evaluation, negotiation, and finalization of various agreements.
  • Collaborate with outside counsel on energy-related contracts, including Power Purchase Agreements.
  • Offer guidance on legal matters affecting the agency, such as compliance with the Brown Act, California Public Records Act, and employment law.
  • Develop and deliver legal training and briefings across a range of topics.
  • Oversee responses to public records requests, ensuring compliance with applicable laws.
  • Advise on customer privacy laws and cybersecurity requirements.
  • Support the General Counsel in advising the Board of Directors and attending public meetings.
  • Assist in implementing the agency's strategic objectives.
  • Contribute to the development and revision of policies and procedures.
  • Perform additional duties as assigned.

QUALIFICATIONS AND EXPERIENCE

For Lead Legal Advisor: Candidates must possess a law degree (J.D.) from an accredited institution and be admitted to the California State Bar. A minimum of 5 years of relevant legal experience is required, with a preference for expertise in contracting, public agency, or energy law.

For Senior Legal Counsel: Candidates must have a law degree (J.D.) from an accredited institution and be admitted to the California State Bar. A minimum of 10 years of relevant legal experience is required, with a preference for expertise in contracting, public agency, or energy law.

WORK ENVIRONMENT

This position involves prolonged periods of sitting and working on a computer. Occasional local travel may be necessary for meetings and events.

COMPENSATION AND BENEFITS

The salary range for the Lead Legal Advisor position is competitive and will be determined based on experience. Standard benefits include group health insurance, retirement plans, and paid time off.
