Job Description

Tri-State Generation and Transmission Association, Inc. is seeking a highly skilled Transmission Project Manager III or Senior to lead the strategic leadership and project management of transmission capital projects. The successful candidate will be responsible for the effective coordination of resources, both internal and external, to support the timely and efficient completion of transmission system additions and modifications.

Key Responsibilities
  • Provide strategic leadership and direction on assigned projects, identifying risk components and recommending risk mitigation strategies.
  • Develop, maintain, and implement project management processes, procedures, and documentation for budget and execution of transmission capital projects in support of the Transmission Project Management Office.
  • Assemble and lead project resource teams assigned to support projects and represent Transmission at project meetings.
  • Provide documented scope, schedule, deliverables, resource needs, and budget estimates for each project assigned.
  • Support the development of project contracts or agreements and assure compliance to the terms and conditions through the construction and capitalization of the transmission assets.
  • Provide periodic progress reports to management, including project metrics, milestones, scope changes, budget analysis, and schedule updates.
  • Utilize project metrics and team input to analyze project performance and provide actions to support successful completion of the project.
  • Coordinate and track the submittal of required Sarbanes-Oxley, National Environmental Policy Act (NEPA) documentation and approvals for transmission projects.
  • Initiate and monitor appropriate cost accounting, invoicing, cash flow forecasting, and close-out of capital projects.
  • Responsible for communicating with all project stakeholders and participants, providing timely responses to information and documentation needs.
  • Provide Project Management data to the capital cost database for use in preparing detailed project estimates, variance reporting, and budgets.
  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to the functional area.
Qualifications
  • Bachelor's degree in Engineering, Project Management, or related discipline preferred, or equivalent combination of experience and education.
Knowledge, Skills, and Abilities
  • Knowledge of transmission facilities, functions, and typical applications.
  • Knowledge of MS Project, Primavera, or other project management software applications.
  • General knowledge of transmission system planning, environmental compliance, permitting, engineering, operations, contracting, and construction disciplines as they apply to power transmission projects.
  • Ability to establish and maintain effective working relationships both internal and external.
  • Ability to communicate effectively, both verbally and in writing.
  • Proficient with the Microsoft Office suite, advanced proficiency in MS Excel preferred.
Experience
  • Eight (8) or more years of experience as a project engineer or project manager on increasingly complex projects, preferably for electric transmission capital projects.
  • Experience and knowledge of project management techniques as applied to electric transmission projects.
