Airport Security Enforcement Officer

GENERAL OVERVIEW: The ideal candidate must hold a valid peace officer certification in the State of Texas, possessing a minimum of five (5) years of relevant experience. A thorough understanding of all City Ordinances and State Laws, particularly those related to Airport Property, is essential. Familiarity with Federal Regulations governing the Airport Security Program (49 CFR parts 1540 & 1542 and 14 CFR part 139) is required, or the ability to quickly acquire this knowledge. The role necessitates collaboration with various Federal, State, and Local Agencies, including but not limited to: Federal Aviation Administration, Department of Homeland Security, Transportation Security Administration, State Law Enforcement, FBI, and Local Law Enforcement. The position operates under general supervision and demands effective interaction both internally and externally, along with considerable initiative and judgment.
KEY RESPONSIBILITIES:
- Uphold the laws of the City of San Angelo, the State of Texas, and relevant Federal Statutes. The successful candidate must demonstrate self-motivation and possess strong organizational abilities. Proficiency in computer usage is necessary to navigate the diverse range of programs utilized by State and Federal agencies, with a solid understanding of Microsoft applications.
- Prior to employment, the successful candidate must undergo a Federal Background investigation to facilitate the sending and receiving of Security Threat Assessments from the Transportation Security Administration for individuals seeking access to Airport property. This process also includes submitting Criminal History Record Checks to the Federal Bureau of Investigation for individuals requiring access to secure areas of the Airport. Additional background checks will be mandated to gain access to sites as required by the Transportation Security Administration for Airport security.
- Manage the badging office for the entire airport, issuing controlled access media IDs in compliance with FAA and TSA regulations.
- Provide training to alternate airport security coordinators on all facets of the Airport Security Program.
- Serve as the Airport Security Coordinator (ASC). The successful candidate will be required to attend and complete certification from an Airport Security Coordinator school within thirty (30) days of hire. The ASC is responsible for conducting the airport badged access class and overseeing all security and law enforcement duties at the airport.
- Oversee the development and ongoing maintenance of the San Angelo Regional Airport Security Program (ASP), which outlines how all entities operating at the Airport will manage security. This includes a comprehensive understanding of the Airport Emergency Plan as it relates to this document.
- Be available on-site or ready to respond to the Federal Security Checkpoint to assist officers in enforcing Federal Security Directives regarding prohibited items at the TSA checkpoint. The officer must address any criminal violations or disruptions in checkpoint operations.
- Possess a working knowledge of managing a video surveillance system to document incidents that may impact airport security. This system must be monitored and reviewed daily for compliance with the Airport Security Program.
- Monitor sterile area exit lanes to ensure security compliance.
- Manage the control point access gate and door system, which is vital for compliance with TSA regulations.
- Maintain a current peace officer license and ensure all laws pertaining to Airport Police operations are updated and adhered to, including ongoing training and retention of training records.
- Collaborate with Airport Management to create a budget that meets police and security needs, covering uniforms, equipment, training to maintain peace officer certification, and the upkeep of surveillance systems and access control measures.
- Assist airport personnel with all aspects of FAR Part 139 requirements, including the Airport Emergency Plan, Airport Certification Manual, wildlife control, airfield inspections, and perimeter checks.
- Coordinate with local, state, and federal law enforcement agencies for any criminal investigations or airport emergencies.
- Work hours: Guaranteed 40 hours per week with potential for overtime; may include shift work; must be willing to work holidays, nights, and weekends as required.
- Regular and punctual attendance is mandatory.
- Other duties as assigned.
Education and Experience:
- High school diploma or GED equivalent recognized by the Texas Education Agency or a regional accrediting agency.
- At the time of application, candidates must possess a current and unrestricted Texas Peace Officer's license issued by the Texas Commission on Law Enforcement (TCOLE) or be immediately licensable by TCOLE upon appointment.
- Must successfully complete a Transportation Security Administration (TSA) Security Threat Assessment and Criminal History Records Check (CHRC) upon employment.
- Must be a certified Airport Security Coordinator or be able to achieve certification within 30 days of hire.
- Valid Class 'C' Texas Driver's License required. Candidates with an out-of-state driver license must provide an original certified driving record from their state of licensure.

- Skills in operating police vehicles and modern law enforcement firearms, weapons, and specialized equipment.
- Ability to respond swiftly and effectively in emergency situations.
- Ability to analyze situations and adopt quick, effective, and reasonable courses of action.
- Effective communication skills, both verbal and written.
- Ability to establish and maintain productive working relationships with colleagues, supervisors, and the public.
- Ability to meet all physical demands of the position.
- Interpreting and applying airport operational and safety standards, applicable Federal rules and regulations, and City policies.
- Understanding customer needs and resolving service issues.
- Assessing and prioritizing multiple tasks and demands.
- Building cooperative working relationships with City employees, officials, and representatives from other agencies.
- Utilizing a personal computer with various business software.
- Ability to overcome resistance and effect an arrest.
- Safely operate patrol vehicles in complex environments.
- Carry and retain weapons and equipment under challenging conditions.
- Stand and/or walk for extended periods.
- Climb stairs and ladders for inspections.
- Communicate effectively in person and via radio or telephone.
- Engage in two-way communication with Air Traffic Control.
- Move efficiently, reach, climb, balance, stoop, kneel, crouch, or crawl as necessary.
- Occasional lifting/carrying of up to 25 pounds.
