We are seeking a highly skilled and experienced professional to serve as a Deputy to the Assistant Chief of Staff for Force Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) Readiness at the U.S. Pacific Fleet. This is a critical role that requires strong leadership, strategic thinking, and excellent communication skills.
Key Responsibilities- Provide administrative and programmatic leadership for the C5I Readiness team to ensure the accomplishment of programs and projects related to Command, Control, Communications, Computers, Cyber, Intelligence (C5I), and Combat Systems Readiness.
- Work closely with the Assistant Chief of Staff to plan, organize, and oversee C5I system readiness activities, including planning, execution, and budget submissions.
- Provide oversight and guidance to subordinate command N6 staffs to identify new C5I system readiness requirements, project management goals, and planning and execution.
- Ensure alignment between Joint Capabilities Integration and Development System (JCIDS), Navy Modernization Plan (NMP), and acquisition program documentation for ship modernization decision purposes.
- Identify capability gaps in C5I systems, equipment, and/or components, and provide recommendations for new, upgraded, or modified systems to appropriate System Command (SYSCOM).
- Prepare and present briefing material, at the Flag/SES level, related to shipboard C5I systems material and operational readiness.
- Participate in activities related to the development and operational testing, prioritization, scheduling, and fielding, integration, sustainment, maintenance, repair, and removal of C5I systems aboard naval surface ships.
- Exercise program responsibility for the formulation, development, preparation, presentation, and administration of C5I Material and Operating Readiness objectives, policies, programs, plans, and projects.
- Develop all annual and long-range C5I Material and Operational Readiness budget requirements.
- Develop, staff, and promulgate short and long-range plans and projects involving the definition, design, development, acquisition, integration, operation, and maintenance of new and modified C5I systems.
- Ensure the effective integration of plans, programs, and operations encompassing a wide range of C5I systems/functional components.
- Identify requirements, plan for, organize, and distribute authorized personnel resources.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required.
- This is a Cyberspace Workforce position, work role code 801 (Program Manager), proficiency level Advanced.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Providing administrative and programmatic leadership for an organization to ensure accomplishment of programs and projects pertaining to Command, Control, Communications, Computers, Cyber, Intelligence (C5I), and Combat Systems Readiness.
