The ideal candidate will demonstrate exceptional leadership capabilities, possess extensive knowledge of federal permitting processes, and exhibit the confidence to provide strategic recommendations to the asset team. This supervisor will guide a regulatory team in achieving established asset development objectives and will collaborate closely with various internal departments and external stakeholders, including state and federal agencies, to ensure project progress and successful outcomes.

Core Responsibilities:

Permitting:

  • Provide expert advice on regulatory permitting issues during asset meetings to align with team objectives and execute project timelines for successful asset development.
  • Ensure all necessary regulatory approvals are secured well in advance of scheduled operations, including contingency plans to maintain flexibility.
  • Lead regulatory team members in coordinating the execution of permitting deliverables for federal and state submissions, while continuously seeking process enhancements.
  • Oversee the performance of team members, contractors, and regulatory agencies, aiming to support and enhance outcomes from all involved parties.
  • Address complex challenges in demanding permitting and operational settings.
  • Engage with regulatory agencies to ensure that operational priorities are met efficiently and on schedule.
  • Report on the progress of permitting projects, timelines, and provide updates to senior management.
  • Accountable for the submission of annual and quarterly targets for APD submissions and approvals.
  • Manage the coordination and execution of all federal and state permitting objectives set by the asset team.
  • Maintain a thorough understanding of regulatory agencies and their approval timelines (including federal, state, and county permits such as pit permits, commingling applications, water well permits, boring permits, ROWs, and water permits).
  • Work towards enhancing communication with all regulatory bodies and consistently seek process improvements.

Operations:

  • Oversee the scheduling of rig permits, ensuring timely submission and approval to meet targeted spud dates.
  • Identify wildlife, cultural, and other permitting challenges that may affect development, and effectively communicate these impacts to relevant stakeholders.
  • Collaborate with leadership on estimated timelines for regulatory approvals, proactively identifying potential issues and working with the team to devise solutions.

Reporting and Tracking:

  • Maintain an internal database with a high degree of accuracy to facilitate timely reporting to management.
  • Generate bi-monthly reports for WOGCC and BLM APDs to showcase the company's permitting progress and inventory.
  • Verify weekly progress reports from the team regarding all BLM and WOGCC APDs, including submissions, approvals, spuds, expirations, renewals, and general updates.
  • Responsible for quality control and validation of all permitting data and metrics.

Qualifications & Skills:

  • A minimum of 8 years of experience in federal and state permitting, with experience in Wyoming being advantageous.
  • Prior experience in a management role.
  • A Bachelor's degree is required, with a degree in a relevant field being highly desirable.
  • In-depth knowledge of federal and state permitting processes.
  • Strong leadership and collaborative skills.
  • Exceptional organizational skills and the ability to prioritize effectively.
  • Excellent communication skills, with the ability to convey information clearly to teams and agencies.
  • Ability to identify and implement process improvements through collaboration with all related departments (geology, drilling, completions, operations, etc.).
  • Proven capability to manage team members, contractors, and competing priorities to achieve results.
  • Familiarity with programs such as ARC GIS, EPEX, M-FILES, EFORM, RBDMS, AFMSS, Spotfire, Well Drive, and Open Invoice is a plus.
