Job Summary

We are seeking a highly skilled Project Coordinator II (Labor Compliance Analyst) to join our team at Project Support Services. As a key member of our Labor Compliance team, you will play a crucial role in ensuring compliance with labor laws and regulations across construction projects within the Los Angeles Community College District.

Key Responsibilities
  • Monitor and audit labor compliance across construction projects to ensure adherence to state and federal regulations.
  • Conduct field interviews, coordinate with contractors and subcontractors, and ensure compliance with labor laws and regulations.
  • Prepare and present labor compliance requirements at pre-bid and pre-construction meetings for contracts subject to prevailing wages.
  • Respond to prevailing wage questions, concerns, and matters that may arise from contractors and construction workers.
  • Facilitate the proper reporting of prevailing wages, fringe benefits, apprentice utilization, and resolution of employee wage violations.
  • Collect and review weekly Certified Payroll Records (CPRs) and supporting payroll records submitted by prime and subcontractors.
  • Communicate with contractors to resolve discrepancies and inadequacies relative to CPR submittals.
  • Conduct investigations on alleged contractor violations uncovered from CPR reviews, site visits, worker complaints, etc.
  • Audit contractor documents when applicable; determine the withhold amounts for unresolved issues.
  • Notify affected contractors of audits, conduct pre-meetings, and prepare Withholding of Contract Payments.
  • Maintain complete and updated electronic and/or hardcopy contract files containing all relevant labor compliance information.
  • Respond to requests regarding payroll-related and labor compliance documents.
  • Track changes and updates to state and federal labor compliance and prevailing wage regulations and standards.
  • Assist the Labor Compliance Officer with the development of labor compliance policies, procedures, form templates, and instructional/operations manuals.
  • Responsible for all onsite activities for the LACCD LCP Department, including site visits, job walks, and labor standards interviews.
Requirements
  • Minimum two (2) years of experience in public works construction.
  • Bachelor of Arts/Science Degree or related degree from a recognized college or university.
  • Clear understanding of construction practices, state and federal labor laws, and ability to interpret and apply applicable labor law regulations.
  • Ability to work in a fast-paced environment and handle sensitive and confidential situations.
  • Strong written and verbal communication skills.
  • Possess valid California driver's license and able to travel.
  • Proficient in MS Office (MS Excel and MS Word).
Preferred Qualifications
  • Experience in Labor Compliance and LCPT Tracker.
  • Bilingual - Spanish speaking.
