Job Overview

PROGRAM & POSITION SUMMARY

The Construction Cost Estimator will collaborate closely with the Disaster Case Manager to evaluate and interpret cost projections for the restoration or reconstruction of the primary residences of individuals affected by disasters. This role may also involve coordinating volunteer labor groups to ensure the proper sequence of repairs for clients.

ESSENTIAL DUTIES & RESPONSIBILITIES
Engage with clients, vendors, and construction supervisors to discuss and develop estimates while addressing any issues that arise.

  • Examine blueprints and other documentation to create time, cost, materials, and labor estimates.
  • Assess and compare estimates against contractor quotes provided by clients to ensure fair treatment.
  • Generate estimates for vendor or subcontractor selection processes.
  • Prepare estimates for management use in planning, organizing, and scheduling tasks.
  • Analyze reports to assess the nature and extent of damages.
  • Collaborate with case managers and homeowners to ensure contractors meet established criteria and comply with all relevant building codes.
  • Inspect and document damages, meeting with insured parties or their representatives to develop accurate and timely investigations.
  • Maintain a project log to ensure timely documentation and reporting.
  • Prepare cost and expenditure reports at regular intervals throughout the project.
  • Compile and maintain a directory of suppliers, contractors, and qualified volunteer groups.
  • Evaluate material and labor needs to determine cost-effectiveness of production versus procurement.
  • Establish and oversee the tendering process and conduct negotiations.
  • Assess the cost-effectiveness of products, projects, or services, tracking actual costs against bids as the project progresses.
  • Implement cost monitoring and reporting systems.
  • Conduct site visits to gather information on access, drainage, topography, and availability of essential services.
  • Demonstrate excellent interpersonal, organizational, and managerial skills.
  • Possess knowledge of Disaster Case Management and Long-Term Recovery Group coordination.
  • Exhibit a high level of motivation and the ability to work independently.
  • Understand insurance contracts and damage assessment techniques.
  • Communicate effectively with a diverse range of individuals.
  • Build and maintain strong relationships with both internal and external stakeholders.
  • Capable of drafting own estimates and conducting property valuations.
  • Have prior experience in providing construction cost estimates.
  • Preferably have experience in home construction or significant home repair/renovation.
  • Ability to prioritize and manage multiple complex tasks effectively.
  • Willingness to work weekends and/or evenings as necessary.
  • Possess a valid driver's license with a clean record and have access to a vehicle.
  • Proficient in Microsoft Office Suite.

QUALIFICATIONS
To excel in this role, candidates must meet the following qualifications:

  • High School diploma or GED required; Bachelor's degree preferred.
  • Minimum of 3 years of professional experience.
  • Previous experience in disaster recovery is preferred.
  • Other relevant experience will be considered.

Candidates should possess:

  • Strong interpersonal, organizational, and managerial skills.
  • Self-motivation and the ability to deliver results with minimal supervision.
  • Ability to prioritize and manage multiple complex tasks.
  • Experience in convening and leading meetings.
  • Familiarity with community-based agencies serving disaster survivors is highly preferred.
  • Understanding of Disaster Case Management requirements and case planning.
  • Proficiency in Microsoft Office Suite.
  • Ability to communicate in Spanish, Tagalog, or Cantonese is preferred.
  • Proficient reading and writing skills in English.
  • Strong verbal and written communication skills.
  • Cultural competence and the ability to work effectively in diverse environments.
