Purchasing Buyer III Job Description

Job Summary:

The Purchasing Buyer III is responsible for implementing purchasing activities in compliance with mandated requirements, overseeing daily activities, and responding to inquiries regarding processes or bid status. This role plays a critical part in achieving department objectives and goals within budget.

Key Responsibilities:

  • Assists with the development of comprehensive FF&E programs for new school openings.
  • Coordinates activities and functions to ensure best practices in procurement.
  • Interprets procurement decisions to unsuccessful firms and presents testimony if appealed to formal hearing.
  • Interviews suppliers and researches using national or local organizational data banks to stay current with trends in school supply industry and procurement rules and regulations.
  • Maintains purchasing information, files, and records to ensure documentation, competitive rates, timely renewals, and compliance with established policies and regulatory guidelines.
  • Monitors processes and department activities to ensure compliance with established purchasing rules, regulations, procedures, and Governing Board policies.
  • Prepares written materials and electronic purchasing information to accurately present and describe District needs.
  • Presents information on administrative procedures, services, regulations, etc. to train and orient other personnel and/or disseminate information to appropriate parties.
  • Processes purchasing-related information to update and distribute information, authorize for action, and/or comply with established accounting practices and legal requirements.
  • Represents Director of Purchasing in their absence to convey and/or gather information required for their functions.
  • Researches contracts, suppliers, equipment, and regulations to ensure compliance with budgetary guidelines.
  • Responds to inquiries from internal and external sources to provide interpretation of procurement rules, regulations, and procedures as they pertain to contracts and agreements.

Requirements:

  • Job-related experience with increasing levels of responsibility is required.
  • High school diploma or equivalent is required.
  • An Associate of Arts (AA) degree may account for two years of the required experience.
  • Pre-Employment Proficiency Tests: CPPB or CPP, Spelling, Mathematics, and Keyboarding.
