This role involves performing essential, professional accounting functions, including financial management, revenue oversight, financial reporting, forecasting, and budgeting for various departments within the organization.

This position supports remote work options in accordance with the Teleworking policy.



KEY RESPONSIBILITIES
  • Organizes, maintains, and interprets financial records; prepares comprehensive financial statements, reports, and budgets.
  • Administers and oversees budgets for multiple departments or divisions.
  • Compiles, audits, and maintains data pertinent to fiscal year budgets and financial planning.
  • Prepares ledger and journal entries, ensuring accuracy and completeness through reconciliations.
  • Generates complex annual, quarterly, and monthly financial statements and specialized reports.
  • Analyzes budget management by reviewing revenues and expenditures throughout the fiscal year.
  • Conducts audits of cash, fixed assets, and inventory revenues and expenditures for precision and completeness.

Reviews and inputs departmental budget submission data into the financial database; ensures budget alignment throughout the year.

Researches and analyzes financial data for management and consultants, including cost/benefit assessments, and provides recommendations.

Prepares analyses on purchasing contracts for assigned departments; ensures appropriate funds are allocated for requested actions and recommends solutions for funding or expenditure challenges.

Maintains and updates monitoring systems that comply with the requirements of the Finance Department, Audit Department, and grant-awarding agencies.

May lead professional, administrative support, and technical staff in the preparation and maintenance of accounting records and financial statements, adhering to generally accepted accounting principles.

May engage in the development, revision, and implementation of accounting systems, procedures, and documentation.

Performs basic administrative tasks, including written reports, memorandums, letters, and electronic correspondence, as well as vendor interactions and communications via telephone, email, and meetings.

Provides outstanding customer service, problem-solving, and complaint resolution through various communication methods.


EDUCATION AND EXPERIENCE:
An equivalent combination of relevant training, education, and experience:

Bachelor's Degree (Preferred:
Accounting, Finance, Economics)
One (1) year of experience in moderately complex accounting, budgeting, governmental accounting, or operational analysis.

KNOWLEDGE AND SKILLS:
  • Understanding of departmental policies, plans, and procedures.
  • Familiarity with modern office practices and procedures.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and other relevant software applications.
  • Knowledge of local government laws, regulations, and processes, including budget administration and finance.
  • Strong analytical and research abilities, with a keen attention to detail.
  • Effective communication skills, both verbal and written.
  • Ability to prioritize and organize tasks efficiently.
  • Competence in using office equipment such as computers, multi-line telephones, scanners, fax machines, and copiers.

Ability to apply professional accounting principles and skills to maintain complex fiscal and accounting records.

Ability to identify priorities and meet deadlines and objectives.

Ability to prepare, interpret, and maintain detailed and accurate accounting reports.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to exercise judgment and discretion in applying and interpreting departmental rules and policies.

Ability to make recommendations and utilize resourcefulness in problem-solving.

Ability to maintain accurate records and reports.

Ability to provide guidance and customer assistance through various communication channels.

Ability to use computers for data entry, word processing, and accounting tasks.

Ability to draft reports, business correspondence, and procedural manuals.

Ability to establish and maintain effective working relationships with colleagues and the public.
