Department Overview
The Core Gas Supply Department (CGS) is responsible for the procurement and management of natural gas supplies, including Renewable Natural Gas, as well as transportation and storage for the residential and small commercial customers of Pacific Gas and Electric Company. The department is committed to delivering dependable gas supplies while striving to minimize costs for our customers. Performance is evaluated through the Core Procurement Incentive Mechanism (CPIM), which benchmarks actual portfolio costs against independent industry standards. CGS offers a dynamic environment with numerous learning opportunities, providing exposure to regulatory processes, asset acquisition, trading, portfolio planning, analytics, risk management, compliance, and reporting.
Position Summary
The Senior Analyst in Natural Gas Regulatory Affairs plays a crucial role in providing expert regulatory analysis and support on various issues affecting the gas costs incurred by PG&E on behalf of its Core gas customers. This position also influences PG&E's gas cost recovery under the CPIM. The successful candidate will contribute to the formulation of initiatives and positions in regulatory proceedings before key regulatory bodies such as the California Public Utilities Commission (CPUC), the Federal Energy Regulatory Commission (FERC), and the Canadian Energy Regulator (CER). Additionally, the Senior Analyst will be responsible for preparing compliance reports for the CPUC.
This role operates in a hybrid capacity, balancing remote work with on-site responsibilities as dictated by business needs.
Compensation
PG&E is providing a salary range that reflects the company's good faith estimate for this position at the time of posting. The actual salary offered will be based on various factors, including specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. While it is anticipated that the successful candidate will be placed within the range, decisions will be made on an individual basis. This position is also eligible for participation in PG&E's discretionary incentive compensation programs.
Salary Range:
Bay Area Minimum: $102,000
Bay Area Maximum: $162,000
Key Responsibilities
Regulatory Filing and Relations
- Collaborate with interdepartmental and intercompany teams on pipeline regulatory matters and rate case proceedings before regulatory bodies such as the FERC, Canada's Energy Regulator, and the CPUC.
- Draft testimony addressing asset holdings, purchasing strategies, and cost recovery, and represent CGS in regulatory hearings.
- Enhance existing relationships and cultivate new connections with regulators and natural gas market participants.
- Assist in the preparation of compliance reports for the CPUC, including monthly and annual CPIM Reports.
- Ensure adherence to all relevant policies, regulations, and laws.
Commercial Negotiation
- Support the negotiation of pipeline and storage contracts, manage regulatory outreach, and secure necessary approvals.
- Provide regulatory insights and leadership to maintain CGS as a reliable and cost-effective gas supplier.
- Incorporate asset and portfolio strategies into regulatory analyses and filings.
- Represent PG&E publicly when necessary, articulating the company's positions clearly and effectively.
Qualifications
Minimum:
- Bachelor's degree in business, economics, public policy, finance, engineering, or a related field, or equivalent experience.
- A minimum of three years of experience in the utility or relevant industry.
Desired:
- Five years of experience in the energy sector, including regulatory analysis and representation before agencies such as the CPUC, FERC, and CER.
- Ability to manage multiple priorities effectively in a fast-paced environment.
- Experience with natural gas or electric portfolio management.
