About the Role

ECC is seeking a highly skilled Quality Control Manager - Fuels to join our team. As a key member of our organization, you will be responsible for ensuring the highest quality standards are met in the maintenance and repair of liquid fuels systems for Department of Defense (DoD) Petroleum, Oil, and Lubricants (POL) facilities.

Key Responsibilities
  • Implement and maintain a quality control program that meets contract specifications and national and local standards.
  • Ensure the implementation of contract documents and plans, promoting and supporting the quality control program at project sites.
  • Develop and deliver quality training for project staff, subcontractors, and other stakeholders to ensure exceptional quality standards.
  • Implement and monitor testing programs, evaluating and documenting results to ensure compliance with contract documents.
  • Inspect and document the receipt of materials to ensure compliance with contract documents.
  • Facilitate the submittal process, ensuring that materials, designs, and plans meet contract and project requirements.
  • Author quality-related documentation, including reports, logs, and records, to ensure timely and accurate completion.
  • Ensure that all documentation is organized and uploaded to the project portal.
  • Implement the Three-Phase Control Process in accordance with Company standards and contract requirements.
  • Collaborate with Project Managers to integrate the Three-Phase Process into project schedules.
  • Provide oversight to subcontractors, clients, and project team members to ensure construction activities are completed according to design.
  • Report quality and safety incidents on the Company Incident Database and ensure implementation and documentation of corrective actions.
  • Verify implementation and close-out corrective actions, and initiate stop work or re-work as necessary.
  • Provide mentoring, direction, and subject matter expertise to Quality Control Supervisors and/or junior level staff.
  • Participate in employment interviews and make hiring recommendations as requested.
  • Provide performance feedback regarding junior level staff as needed.
Requirements
  • Ability to communicate effectively in written and oral formats with diplomacy and tact.
  • Aptitude for exercising independent thinking and reasoning.
  • Demonstrated success in teaching others quality concepts and requirements.
  • Successful leadership of subcontractors and project teams in support of quality endeavors.
  • Competency in using Microsoft Office products, email systems, and Windows.
  • Ability and willingness to travel up to 90% domestically and overseas to project sites.
  • Five years of experience serving as an on-site Quality Control Manager for DoD or commercial-related construction projects.
  • Two years of field Quality Control Manager experience working on DoD or commercial fuels systems.
  • Fuels experience, including liquid fuels maintenance (LFM) repairs to Department of Defense (DoD) Petroleum, Oil, and Lubricants (POL) facilities.
  • Education: Bachelor's Degree in Engineering or Sciences with a minimum of three (3) years construction QC experience, or high school diploma/GED and a minimum of eight (8) years construction experience as a Construction CQC, or experience as a Superintendent with a minimum of three (3) of those eight (8) years as a Construction CQC.
Preferred Qualifications
  • Previous success in working effectively in a dotted line reporting structure.
  • Familiarity with workplace health and safety concepts.
  • Applicable Certification in Quality.
  • Proven ability to use USACE Resident Management System (RMS).
  • OSHA 30 Hour Construction Certification.
  • HAZWOPER 40 Hour Certification and 8 Hour Refresher Certification HAZWOPER Supervisor Certification.
  • ACI Certification American Petroleum Institute (API) 653 certificate; (API) 570 certificate NACE certifications. Steel Tank Institute (STI) SP001 Course and/or certification.
  • Degree in Construction Management, Engineering, or related field desired.
