Reporting Structure: This position reports directly to the Manager of the Reliability Center.
Key Responsibilities:
* Serve as the primary expert in Balancing Authority and market operations, including operational policies and compliance standards.
* Gather and prepare necessary documentation and reports for regulatory bodies and compliance organizations.
* Lead efforts to maintain the safe and reliable operation of the Balancing Authority and market activities.
* Implement emergency procedures as necessary to address real-time operational challenges.
* Collaborate with System Operators and support teams to enhance operational tools for improved situational awareness.
* Foster professional development among team members by promoting the use of available employee benefits.
* Develop and manage training programs for System Operators, ensuring comprehensive instruction and assessment.
* Oversee the creation and revision of operational manuals and procedures, ensuring all stakeholders are informed of their responsibilities.
* Uphold strict adherence to policies that ensure compliance with regulatory standards.
* Monitor service requests and maintain compliance with relevant tariffs and operational requirements.
* Advocate for safety through training and inspections, demonstrating a commitment to safe work practices.
Additional Duties:
* Ensure compliance with Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), and Western Electricity Coordinating Council (WECC) standards.
* Verify the accuracy of documentation related to real-time operations and energy resource scheduling.
* Collaborate with management and training teams to coordinate System Operator training.
* Occasionally fulfill System Operator shifts to maintain operational familiarity and address scheduling needs.
Qualifications:
* Bachelor's Degree in Engineering, Electrical Power Systems, or a related field, or equivalent experience.
* 3-5 years of experience in Balancing Authority, Transmission, or market operations.
* Valid NERC BITO or RC System Operator Certification, or the ability to obtain certification within a specified timeframe.
* Capacity to maintain proficiency as a Balancing Authority System Operator and work rotating shifts.
* Availability for after-hours support during real-time system events.
Desired Skills:
* Familiarity with switching practices and standard operating procedures.
* Understanding of electrical theory and utility operations.
* Knowledge of NERC and WECC regulations and operational policies.
* Strong communication and decision-making skills.
* Proficiency in Microsoft Office and relevant applications.
* Ability to interpret electrical diagrams for operational purposes.
