Job Summary

We are seeking a highly skilled and experienced Program Manager to join our team at GEI Consultants. As a Program Manager, you will be responsible for leading effective teams to serve clients on water resources projects and/or programs in California.

Key Responsibilities
  • Support the Program Management Practice Leader with identifying and attracting business development opportunities within practice areas.
  • Support GEI marketing and business development efforts, including proposal and fee development, proposal interviews, and client relations.
  • Lead and be responsible for project-specific Program Management teams, including GEI staff and sub-consultants.
  • Develop and implement Quality Control, Quality Assurance, and Health and Safety Plans as required by GEI and client policies.
  • Communicate and coordinate with other project participants to expeditiously resolve project-related issues.
  • Develop scopes, schedules, levels-of-effort, and fees for PM work.
  • Support hiring efforts, including review of candidate resumes and participation in candidate interviews.
  • Support GEI administrative and operations teams with project reporting and invoicing.
  • Assist the PMPL with developing processes and procedures to support client needs within the PgM area.
  • Assist PMPL with monitoring and predicting emerging trends within practice and their potential impacts on client, staffing, training, and business needs.
  • Supervise and provide feedback on staff performance during project execution.
  • Mentor and guide GEI staff to develop their PgM skills during project execution.
  • Be client-facing during project execution, reporting to the client on progress and receiving feedback.
Requirements
  • Minimum of B.S. degree in Civil or Environmental Engineering or related field.
  • 15 years of progressively responsible experience in water resources planning, engineering, and/or construction services with at least 5+ years in a program management role.
  • Recognized for technical excellence and development of creative and practical solutions.
  • Demonstrated ability to support Federal, State, and local agencies in the western United States.
  • Demonstrated ability to effectively manage complex projects/programs.
  • Excellent interpersonal, communication, writing, team leadership, and conflict resolution skills.
  • Strong capability to work remotely and independently while maintaining productivity and motivation.
  • Familiarity with MS Office, MS Project, Primavera P6, and other typical program management-related software.
Preferred Qualifications
  • Experience with PgM services for water resources projects in California, such as dams, spillways, levees, pipelines, pump stations, and canals.
  • California Professional Engineering license, Project Manager Professional (PMP) Certification, and/or advanced management degree.
