Building Compliance Officer

The Building Compliance Officer operates under the guidance of the Community Development Administrator or designated representative, undertaking a range of inspection responsibilities to ensure adherence to regulations governing both residential and commercial construction. This role involves evaluating plans and conducting inspections throughout the construction, modification, or repair phases to verify that plans, workmanship, and materials align with all applicable codes.
Key Responsibilities
- Guarantee that the Community Development Department delivers high-quality inspection services and accurate information to the public regarding building regulations.
- Examine submitted building and site plans prior to the issuance of permits.
- Engage with architects, contractors, engineers, and the public in both field and office settings; clarify and interpret building requirements and restrictions during pre-construction discussions.
- Conduct inspections of residential and commercial properties at various construction stages, ensuring compliance with relevant codes, ordinances, and regulations; suggest modifications as necessary.
- Assess concrete, steel, masonry, wood constructions, and a variety of complex building system components for both residential and commercial projects.
- Evaluate existing commercial structures for changes in use, occupancy, or compliance with applicable regulations.
- Assist in the permit application process as needed.
- Perform inspections to ensure compliance with all ordinances enforced by the Community Development Department.
- Support other departments, such as the Health Department, with inspections as required.
- Issue stop work orders for violations of county regulations.
- Assist the Code Enforcement Officer with property inspections to ensure compliance with local ordinances.
- Maintain accurate records and prepare clear reports regarding inspection activities and findings on all ongoing projects.
- Provide testimony in court or before a Hearing Officer as necessary.
- Carry out other assigned duties as required.
Minimum Qualifications
- Bachelor's Degree or equivalent from an accredited four-year college or technical institution, or completion of a related apprenticeship program combined with four years of progressive construction experience with significant responsibility, or any equivalent combination of education, training, and relevant construction experience.
- Possession of a valid driver's license.
- Ability to obtain necessary International Code Council certifications within the first year of employment.
- Familiarity with all applicable state, federal, and local laws, regulations, and ordinances.
- Proficiency in reading and interpreting construction documents, blueprints, safety regulations, and procedural manuals.
- Demonstrated knowledge of principles, practices, methods, and techniques related to building construction and code enforcement.
