Chief Financial Officer

The Department of Early Education and Care is seeking a highly skilled and experienced Chief Financial Officer to join its Executive Leadership Team. As a key member of the team, the CFO will be responsible for leading the department's financial operations, including budgeting, forecasting, and financial analysis.
The ideal candidate will have a strong background in financial management, with experience in budgeting, forecasting, and financial analysis. They will also have excellent communication and leadership skills, with the ability to work effectively with senior management, staff, and external stakeholders.
The CFO will be responsible for developing and implementing financial policies and procedures, as well as ensuring compliance with state and federal regulations. They will also be responsible for overseeing the department's financial reporting, including the preparation of financial statements and budgets.
The successful candidate will have a strong understanding of financial management principles and practices, as well as experience in financial analysis and budgeting. They will also have excellent communication and leadership skills, with the ability to work effectively with senior management, staff, and external stakeholders.
Key Responsibilities:
- Develop and implement financial policies and procedures
- Ensure compliance with state and federal regulations
- Oversee financial reporting, including the preparation of financial statements and budgets
- Develop and manage the department's budget
- Provide financial analysis and advice to senior management
- Lead and manage a team of financial staff
Requirements:
- Seven years of full-time or equivalent part-time professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management
- At least four years of experience in a managerial capacity
- Strong background in financial management, including budgeting, forecasting, and financial analysis
- Excellent communication and leadership skills
- Ability to work effectively with senior management, staff, and external stakeholders
Preferred Qualifications:
- Knowledge of state finance law and regulations
- Knowledge of project management principles and practices
- Knowledge of financial management, including financial analysis and budgeting
- Ability to deal effectively with the state Legislature and state and federal government agencies on complex issues relating to finance, management, and programmatic issues
- Ability to supervise a large staff with diverse responsibilities and to be responsive to demands of competing constituencies
