The Shorelands and Environmental Assistance Program within the Washington State Department of Ecology is seeking to hire a Coastal Resilience Program Coordinator (Environmental Planner 3). This role can be performed from various office locations within the state.

Position Overview: In this capacity, you will undertake two key responsibilities. Firstly, you will strategize, manage, and supervise the execution of an established grant initiative known as the Flood Control Assistance Account Program (FCAAP). This program is dedicated to assisting local jurisdictions in recognizing their flood-related vulnerabilities and addressing these challenges through a thorough planning methodology. Secondly, you will perform a comprehensive analysis of the regulations governing FCAAP to evaluate its effectiveness in meeting the evolving needs of Washington's communities, including Tribal populations, and identify areas for enhancement. You will collaborate with senior management to formulate and implement strategies aimed at improving the program's efficiency and impact.

Program Mission: The mission of the Shorelands and Environmental Assistance Program is to foster community partnerships for the protection and restoration of shorelands, wetlands, and floodplains.

Important Note: This is a project-based position funded until June 30, 2027. There is potential for this role to transition to a permanent position, subject to funding and agency approval.

Responsibilities:

Unique Aspects of This Role:

Flooding has historically been a prevalent and costly natural disaster in Washington State. However, there are proven methods to enhance the safety of homes, businesses, and infrastructure against flooding. Research indicates that every dollar invested in flood prevention can save $5 to $8 in post-disaster recovery costs. Established by the Washington State Legislature in the 1980s, the Flood Control Assistance Account Program provides financial support through grants for local communities to engage in proactive flood hazard mitigation planning and respond to flood emergencies. Given that the program has not been updated in over 25 years, the successful candidate will have a unique opportunity to assist the Ecology Floodplain Management Team in initiating significant reforms to this program, which may only occur once in a decade or generation.

Key Responsibilities:
You will be expected to: Provide expert consultation on FCAAP to other Ecology floodplain management personnel. Assist existing grantees and prospective applicants, including local governments and tribes, with FCAAP grant-related planning and policy development. Develop and manage work plans involving collaboration with other staff and external partners. Update and create new policies, procedures, and standards for FCAAP-related planning activities, including training others on their implementation. Accurately track and report on performance metrics. Support senior management with legislative and budgetary needs. Oversee the preparation and dissemination of reports, guidance documents, and other materials related to FCAAP objectives.

To achieve these responsibilities, you will need to:

Analyze trends, interpret data, and draw logical conclusions. Facilitate productive internal and external working groups as necessary. Develop and present sound recommendations to decision-makers clearly and effectively. Collaborate effectively with the state legislative process and the agency's budget development.

Qualifications:

Required Qualifications:
Candidates must possess a total of eight (8) years of relevant experience and/or education as outlined below:

Experience in land use, urban, regional, environmental, or natural resource planning, program development, landscape architecture, geography, environmental law, or public administration with an environmental focus. Education in a related field, such as land use, urban, regional, environmental, or natural resource planning.

Desired Qualifications:

Familiarity with floodplain management and hazard mitigation planning principles and current trends. Experience in grant management at the state or local level. Strong writing and communication skills.
