The(SEA) program within the Department of Ecology is looking to fill a Coastal Resilience Partnership Planner (Environmental Planner 3) position. This position can be located in any one of the following offices:

Headquarters Office  in

Northwest Region Office (NWRO)  in.
Central Region Office (CRO) in .
Eastern Region Office (ERO) in .
Upon hire, you must live within a commutable distance from the duty station.

Please Note:  If the final location of this position is determined to be in our Northwest Region Office (NWRO) in . there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $5776 - $7770 per month. 

In this role, you will be responsible for two primary tasks. First, you will plan, organize, and oversee the implementation of an existing grant program [the Flood Control Assistance Account Program (FCAAP)] that focuses on helping local communities identify their risks from flooding and address those risks through a comprehensive planning approach. Second, you will conduct a top-down, bottom-up analysis of the rules that guide how FCAAP is administered (Chapter 173-145 of the Washington Administrative Code) to understand how well the program is meeting the current and reasonably foreseeable needs of Washington’s communities—including Tribal communities—and where gaps exist. You will then develop and help senior staff and managers carry out recommendations to improve the efficiency and effectiveness of the program.

Please Note:  This is a project position that is funded until  June 30, 2027.  This position has the potential of being converted to permanent status, pending funding and agency authorization.

Duties

What makes this role unique?

Flooding has been the most frequent and costliest type of natural disaster in Washington State for decades. Fortunately, there are ways to make homes, businesses, and infrastructure safer from flooding, and studies have shown that every dollar invested into preventing and mitigating flood hazards saves the equivalent of $5 to $8 of post-flooding disaster costs. In the 1980s, the Washington State Legislature established the Flood Control Assistance Account Program, which makes financial assistance available through grants for local communities to (1) do proactive flood hazard mitigation planning and (2) respond to flood emergencies. However, the program has not been updated for over 25 years, and is not reflective of newer challenges facing Washington’s flood-prone communities today, including but not limited to climate change. The successful candidate for this position will have a unique opportunity to support the Ecology Floodplain Management Team with initiating the significant level of reforms to this program that may only happen once in a decade, or even once in a generation.



What you will do:  
Provide internal expertise and consultation on FCAAP to other Ecology floodplain management staff; and provide FCAAP grant-related planning and policy development assistance to existing grantees, prospective applicants, and other interested parties, which include local governments and tribes. Specific tasks will include: Developing and overseeing the implementation of work plans that involve other staff and external partners. Updating existing and/or developing new policies, procedures, processes, and standards of adequacy for FCAAP-related planning activities over which the agency has supervisory responsibilities; and training others on their use. Timely and accurately tracking and reporting on metrics and other performance measures. Providing legislative and budget support to senior staff and managers. Supervising the preparation and distribution of reports, guidance documents, administrative regulations, and other informational material about the FCAAP-related planning objectives of the agency. To accomplish the above, we will rely on you to: Observe and interpret trends, analyze data, identify key relationships, and draw logical conclusions. Convene and facilitate collegial and productive internal and external working groups as needed to achieve intended outcomes.  Develop sound recommendations and present them clearly to decision makers both verbally and in writing. Work effectively in support of the state legislative process and the agency’s budget development process.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. A total of eight (8) years of experience and/or education as described below:

Experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related experience. Education involving a major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
