Key Responsibilities:

- Deliver thorough financial management, accounting, and auditing guidance to resource managers and accountants across the HQ USCENTCOM network, addressing challenges and enhancing operational efficiency.
- Collaborate with the USCENTCOM staff accountant to formulate and disseminate financial and accounting policies, procedures, and system requirements for the Offices of Military Cooperation (OMCs) and Security Assistance funding.
- Conduct site visits to OMCs to evaluate operational issues and provide technical support for financial statement audits.
- Offer expert interpretation of DoD and Air Force regulatory and administrative guidelines in alignment with generally accepted accounting principles (GAAP) for a wide range of business operations.
- Analyze and develop accounting and financial management policies, standards, and procedures in compliance with requirements set forth by DSCA, OMB, GAO, Treasury, and Congress.
- Provide professional managerial accounting advice to HQ USCENTCOM Staff, program managers, and OMCs within the USCENTCOM AOR.
- Liaise with the Joint Staff, Air Force, DFAS, and DSCA to address accounting issues and rectify discrepancies in recorded data.
- Review unliquidated obligations, contracts, and reimbursable orders, while analyzing reports and reconciling subsidiary ledgers.
- Train non-financial personnel on financial responsibilities and assist fund managers in the appropriate use of funding.
- Develop internal control corrective action plans as necessary.

Qualifications:

- Over 10 years of experience in implementing defense financial management and accounting principles, practices, and procedures.
- Master’s Degree in finance, accounting, or a related business field.
- Must be capable of short-duration overseas travel.
- Exceptional oral and written communication skills at the 4-Star Combatant Command level.
- In-depth knowledge of CFO, OMB, Treasury, DFAS, Air Force, DSCA, and other regulatory accounting and audit guidance essential for providing managerial accounting advice.
- Comprehensive understanding of laws, regulations, policies, and procedures relevant to DSCA's Defense Agencies Initiative (DAI) and the Air Force's Defense Enterprise Accounting and Management System (DEAMS).
- Proficient in Microsoft Office Suite, particularly Excel.
- Familiarity with internal control programs and their requirements for Air Force Audit Readiness.
- Demonstrated expertise in generally accepted accounting principles (GAAP) and professional managerial accounting standards.
- Ability to prepare, monitor, analyze, and reconcile various DAI and DEAMS trial balances and general ledger reports.

Security Clearance:

- Security clearance requirements are applicable to this position.

Preferred Qualifications:

- Certification as a Certified Defense Financial Manager.
- Experience in Financial Management within a Combatant Command HQ.
- Knowledge of Joint Planning processes.
- Familiarity with automated accounting and financial systems, along with analytical tools to support decision-making.
