Job DescriptionJoint Strategic Technologies (JST) is seeking a Cost Analyst to prepare the organization's pricing of its services and ODCs to the government while maintaining competitiveness in the current market landscape. This individual will report to the Pricing Manager, conducting market research, assisting with pricing policy design, preparing pricing responses, and overseeing historical pricing data maintenance.

Responsibilities
  • Prepare pricing responses on competitive service contracts ranging from $4M to $100M or higher.
  • Collaborate with the Pricing Manager and Executive Leadership to devise and recommend bidding strategies to effectively compete against competitors.
  • Interact with Capture Managers and capture team members, business development, and contracts departments, Pricing Manager, and executive management to understand Level of Effort and pricing requirements.
  • Summarize conclusions derived from competitive analysis, conduct formal briefings to executive management, respond to various competitive scenarios, and counterpoints during real-time strategy discussions.
  • Conduct pricing proposal reviews.
  • Responsible for thorough analysis of solicitation's pricing requirements and evaluation criteria post-RFP, gathering intelligence, and developing a competitive pricing strategy culminating in a target rate, win price, or other analysis as appropriate.

Requirements
  • 2+ years of professional service in pricing, program control, financial analysis, market research, or consulting focused on providing business strategies, competitive intelligence, or market research within the Federal marketplace.
  • Strong understanding of federal government pricing processes and policies, FAR, DFAR, compliance matrices, and GSA Schedule contracts.
  • Understanding of Contract Types, Cost Plus Fixed Fee (CPFF), Time & Material (T&M), Firm Fix Price (FFP), etc.
  • Understanding of Wage Determinations for Service Contract Act (SCA) employees.
  • Understanding of cost vs. price, direct and indirect rate structures, professional compensation structures (salary and fringe), and labor classifications (Exempt and non-exempt).
  • Proficiency in Microsoft Office Applications, with a strong focus on Excel.
  • Undergraduate degree, preferably in Accounting, Finance, or Business (additional years of experience may substitute for a degree).
  • Attention to detail, creativity, and inquisitiveness.
  • Ability to be equally successful working independently and within a team.
  • Good organizational skills, particularly around manipulating spreadsheets for what-if analysis.
  • Ability to generate moderate to complex Excel spreadsheets for presentation to leadership.
  • Excellent oral and written communication skills.
  • Excellent time management skills.

Salary and BenefitsThe estimated salary for this position is $80,000 - $110,000 per year, depending on experience.
