Job Overview
The HR Compliance and Labor Relations Manager plays a crucial role in evaluating compliance standards and creating frameworks to uphold best practices within the organization. This position is primarily focused on ensuring adherence to OFCCP, Service Contract Act (SCA), and all relevant federal, state, and local regulations while enhancing the organization's labor relations initiatives. The manager will also refine and develop various HR policies and programs aimed at fostering a culture of ongoing improvement and scalability for future growth.
Key Responsibilities
- Oversee the fulfillment of all reporting requirements, including EEO reports, Affirmative Action Plans, OFCCP compliance, VETS, and others.
- Collaborate with Senior HR Business Partners on compliance reporting, particularly AAP compensation reporting.
- Monitor the progress of good faith efforts to achieve annual AAP objectives.
- Work alongside the HR Director on internal audits and manage responses to compliance evaluations conducted by state and federal authorities.
- Support on-site HR Business Partners and Labor Relations teams by providing guidance on compliance and labor relations matters.
- Analyze collective bargaining agreements and assist in negotiations with site management.
- Interpret labor relations agreements by addressing inquiries through written communications and responding to Union requests.
- Facilitate and manage grievance procedures effectively.
- Advise HR personnel to ensure compliance with union contracts and Service Contract Act (SCA) stipulations.
- Develop and update union contracts as necessary.
- Stay informed about state, local, and national labor law developments to ensure compliance and mitigate legal risks.
- Ensure all mandatory training requirements are met, including anti-harassment, EEO, FMLA, ADA, and OFCCP training. This may involve collaboration with the Quality Training Manager and external vendors to implement training programs.
- Coordinate with the Quality Training Manager to assign corporate compliance training and policies within the training management system.
- Partner with HRIS Specialists to establish and maintain control systems to prevent or address violations of legal guidelines and internal policies.
- Draft, revise, and implement organizational policies.
- Identify compliance challenges and provide solutions.
- Perform additional duties as assigned.
Supervisory Responsibilities
- This role may entail both direct and indirect supervisory responsibilities.
Knowledge, Skills, & Abilities
- Thorough understanding of HR policies and compliance regulations.
- Proven ability to manage multiple projects independently.
- Comprehensive knowledge of state and federal employment and labor laws, including OFCCP, FLSA, FMLA, ADA, Title VII, SCA, and other DOL regulations.
- Experience in managing third-party vendors.
- Ability to collaborate with internal HR teams, business leaders, and legal counsel to advance compliance and HR-related initiatives.
- Exceptional project management capabilities.
- Strong skills in change management.
- Excellent understanding of reporting protocols and recordkeeping.
- Analytical mindset with the ability to foresee and navigate complex procedures and regulations.
- Outstanding communication skills.
Qualifications
Education
- Bachelor's Degree in Human Resources or Business Administration, or a combination of education and relevant experience.
Required Experience
- A minimum of 3 years in AAP development, management, and OFCCP reporting and audits.
- At least 3 years of experience with Service Contract Act (SCA) requirements.
- A minimum of 5 years in HRIS, HR Operations, and/or HR Compliance.
- Demonstrated experience in HR data analysis.
Preferred Experience
- 5+ years of experience in Human Resources within federal government contracting firms is strongly preferred.
- Experience in labor relations is highly preferred.
- Background in developing HR policies, procedures, and compliance training programs for government contracting companies is preferred.
- SHRM-CP certification is preferred.
