Role Description
The primary responsibility of this position is to strategize, organize, enhance, and oversee the comprehensive functioning of our Nursing Services Department, ensuring compliance with existing federal, state, and local standards, guidelines, and regulations governing our facility. This role is also directed by the Administrator and the Medical Director to guarantee the highest quality of care is upheld consistently.
Authority Delegation
As the Nursing Services Director, you are entrusted with the administrative authority, responsibility, and accountability necessary for executing your designated duties.
In the absence of the Medical Director, you will be responsible for implementing the resident care policies established by the facility.
Key Responsibilities
Every effort has been made to identify the essential functions of this role.
However, it does not imply that these are the only tasks you will be required to perform.
The omission of specific duties does not exclude them from the position if the work is similar, related, or an essential function of the role.
Administrative Duties
Plan, develop, organize, implement, assess, and lead the nursing service department and its programs in alignment with current regulations and guidelines governing nursing care facilities.
Maintain a reference library of nursing materials (i.e., PDR's, Regulations, Standards of Practice, etc.) to assist the nursing service department in meeting the daily needs of residents.
Provide written and oral reports/recommendations to the Administrator regarding the nursing service department's operations as necessary.
Develop and maintain written job descriptions for each level of nursing personnel in accordance with relevant laws and regulations.
Establish methods for coordinating nursing services with other resident services to ensure continuity of care.
Participate in facility surveys conducted by authorized government agencies as necessary.
Assist in developing and implementing action plans to address identified deficiencies.
Perform administrative tasks such as completing medical forms, reports, evaluations, and charting as necessary.
Monitor the facility's quality improvement and survey reports. Assist in developing plans of action to address potential or identified issues.
Assist in determining the number of direct nursing care personnel required on duty each shift and report this information to the Administrator or designee to ensure accurate staffing information is maintained.
Agree to maintain confidentiality regarding resident information and promptly report any suspected violations.
Committee Involvement
Participate in various committees as appointed by the Administrator.
Evaluate and implement recommendations from established committees as they pertain to nursing services.
Assist in developing, maintaining, and implementing written policies and procedures for medication administration and control.
Participate in regular reviews of Discharge Plans and make them available to the Care Plan Committee as required.
Personnel Management
Assess the staffing needs of the nursing service department to meet the comprehensive nursing needs of residents.
Recommend the appropriate number and level of nursing personnel to be employed.
Assist in the recruitment and selection of nursing service personnel.
Ensure that all nursing assistants are enrolled in or have completed an approved training program.
Assign sufficient licensed practical and/or registered nurses for each shift to ensure quality care.
Assign adequate certified nursing assistants for each shift to meet the daily nursing care needs of residents.
Develop work assignments and schedule duty hours, assisting nursing supervisory staff as needed.
Delegate authority and responsibility to nursing service supervisory personnel to perform their assigned duties.
Assist in developing performance evaluation schedules and criteria for nursing service personnel.
Conduct daily rounds to ensure nursing service personnel are fulfilling their assignments according to acceptable standards.
Ensure that professional nursing personnel maintain valid and current licenses as required by state regulations.
Ensure that disciplinary actions are administered fairly and without bias.
Assist in establishing a TB management program for employees.
Report occupational exposures to blood, body fluids, and hazardous materials in accordance with facility policies.
Conduct background checks on nursing service personnel as per established procedures.
Nursing Care Responsibilities
Participate in the selection of residents for admission to the facility, including necessary screenings.
Provide the Administrator with insights regarding the nursing needs of residents and the nursing service department's capacity to meet those needs.
Ensure that rooms are prepared for new admissions.
Welcome newly admitted residents and escort them as necessary.
Conduct rounds with physicians as needed and schedule physician visits.
Encourage timely documentation by attending physicians.
Ensure that nursing care is provided by qualified personnel.
Review nursing notes to ensure they accurately reflect the care provided and the resident's response.
Conduct daily rounds to observe residents and assess their nursing needs.
Monitor medication administration and treatment schedules to ensure compliance.
Authorize the use of restraints when necessary and in accordance with established policies.
Ensure that residents who cannot call for assistance are checked frequently.
Staff Development
Develop and facilitate in-service training programs that provide essential job-related instructions, ensuring a well-educated nursing service department.
Implement an effective orientation program for new employees.
Encourage attendance at external training programs.
Assist in developing and revising nursing assistant training curricula as required.
Support the development of annual in-service training programs for nursing staff.
Ensure that training programs meet continuing education requirements for licensed personnel.
Participate in continuing educational programs to stay updated in the profession.
Safety and Sanitation
Assist in developing safety standards for the nursing service department.
Ensure that departmental policies identify safety precautions and equipment for tasks that may result in injury.
Ensure personnel involved in tasks with potential exposure to blood/body fluids receive appropriate training.
Ensure adequate supplies of personal protective equipment are available.
Monitor compliance with established safety regulations.
Ensure that nursing service work areas are maintained in a clean and sanitary manner.
Ensure that all nursing service personnel adhere to established policies and procedures.
Participate in fire safety and disaster preparedness drills.
Assist in developing infection control procedures.
Monitor communicable diseases among residents and personnel.
Ensure compliance with infection control procedures during isolation precautions.
Report hazardous conditions or equipment promptly.
Equipment and Supply Management
Recommend equipment and supply needs to the Administrator.
Ensure a sufficient stock of medications and medical supplies is maintained.
Assist in developing a preventive maintenance program for nursing service equipment.
Ensure safe operation of nursing service equipment by trained personnel.
Implement procedures to minimize waste of nursing service supplies.
Ensure that personal protective equipment is readily available.
Care Plan and Assessment Responsibilities
Assist in developing assessments of the nursing needs of each resident.
Develop written care plans for each resident that outline their needs and the care to be provided.
Assist in scheduling care plans and assessments for committee review.
Review nursing notes to ensure adherence to the care plan.
Assist in planning and revising assessments as necessary.
Budget and Planning Responsibilities
Prepare and submit the nursing service department's budget for review.
Stay informed about economic conditions and recommend adjustments to ensure quality care.
Resident Rights
Maintain confidentiality of all resident care information.
Monitor nursing care to ensure residents are treated with dignity and respect.
Ensure nursing care is provided in privacy and that residents' rights are upheld.
Review and address resident complaints and grievances.
Ensure appropriate notices are given to residents regarding changes in their accommodations.
Investigate allegations of resident abuse or misappropriation of property.
Working Conditions
This role involves working in various areas of the nursing service, including drug rooms and resident rooms.
Frequent interruptions and interactions with residents, personnel, and visitors are expected.
May require working beyond normal hours and being on call.
Involvement in community health matters and continuing education is encouraged.
Exposure to various conditions, including infectious materials, is a possibility.
Must be able to relate to and work with diverse populations, including the ill and elderly.
Physical requirements include the ability to lift and move residents as necessary.
Qualifications
Must possess a Nursing Degree from an accredited institution.
Minimum of three years of supervisory experience in a healthcare setting.
Must hold a current, active license to practice as a Registered Nurse in the state.
Demonstrated knowledge of nursing practices and regulations is essential.
Strong leadership and supervisory skills are required.
Ability to work effectively with residents, families, and staff is necessary.
Must be able to make independent decisions and handle challenging situations with tact and patience.
