Regional Field Operations Manager

Job Summary:

The State of Illinois is seeking a highly motivated and experienced professional to serve as Regional Field Operations Manager. This individual will be responsible for administering and managing all field operations within Region 5, located in Southern Illinois, including licensure, federal and complaint surveys of long-term care facilities.

Key Responsibilities:
  • Administer the implementation of the state licensure and federal certification survey process for long-term care facilities within Region 5.
  • Establish long-term care survey schedules and ensure that survey activities are consistent with state and federal mandates.
  • Oversee all employees engaged in conducting state licensure surveys, federal certification surveys, and complaint surveys.
  • Travel to evaluate and oversee staff during on-site surveys.
  • Direct, coordinate, and review the long-term care activities of field supervisors to ensure consistency across work units and alignment with division directives.
  • Coordinate and implement training and standardization activities for Region survey staff.
  • Travel to evaluate staff to determine individual training needs.
  • Implement uniformity in the application of survey policies and procedures.
  • Serve as full-line supervisor, assigning and reviewing work, providing guidance and training, counseling staff, reassigning staff, establishing annual goals and objectives, approving time off, adjusting grievances, and recommending and imposing discipline.
  • Serve as the Department liaison with the long-term care provider industry, the public, other state agencies, and federal officials regarding survey activities.
  • Develop and implement policy and procedures for field operations.
  • Provide assistance to the Division Chief and Assistant Division Chief in developing state-wide, long-term care program policies and procedures.
  • Draft recommended revisions to rules and regulations.
  • Develop survey documents, standard operating procedures, and forms in conjunction with the Training and Technical Division.
  • Meet and discuss the long-term care survey process with internal and external stakeholders.
  • Travel to attend conferences, meetings, and presentations.
  • Lead discussions on long-term care regulation in Illinois.
  • Provide technical assistance to external stakeholders on the survey process.
Minimum Qualifications:
  • Requires knowledge, skills, and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in Public Health-related programs.
Preferred Qualifications:
  • Four or more years of progressively responsible administrative experience in Medicare/Medicaid-related programs.
  • Certified by the Centers for Medicare & Medicaid as having passed the Surveyor Minimum Qualifications Test (SMQT).
  • Four or more years of knowledge of state and federal regulations related to long-term care facilities.
  • Three or more years of supervisory experience.
  • Two years of experience establishing, maintaining, and improving cooperative working relationships with various stakeholders.
  • Two years of experience drafting, reviewing, and implementing policies and procedures.
  • Two years of experience with business communication with other agencies.
  • Two years of experience in Word, Excel, PowerPoint, and Smart sheets.
Conditions of Employment:
  • Requires ability to travel in the performance of duties.
  • Requires appropriate, valid driver's license.
  • Requires ability to meet all agency vaccine/health-related policies and guidance.
Work Hours:

Monday - Friday, 8:30am - 5:00pm

Work Environment:

Office setting with frequent travel to long-term care facilities.
