The following duties are expected at a proficient level:
- Engage with leadership to establish overarching objectives for process enhancement and organizational change initiatives.
- Lead discussions with Subject Matter Experts to create comprehensive process frameworks aimed at identifying areas for improvement. Collaborate with departments to devise growth strategies, streamline operations, and formulate project plans for effective change implementation.
- Conduct in-depth analyses of significant programs, policies, and procedures to develop solutions for identified challenges; ascertain business needs to rectify inefficiencies and provide actionable recommendations.
- Draft resource requirement proposals to support project goals; negotiate with departmental managers to secure necessary resources and backing. Oversee resource management throughout the project lifecycle to achieve set objectives.
- Address any interpersonal issues or conflicts that may hinder progress; ensure all stakeholders collaborate effectively towards the timely completion of projects.
To qualify for this position, candidates must meet the following criteria:
- Must be a U.S. Citizen or National.
- Completion of a probationary period may be required.
- Salary payments will be directed to a financial institution of the candidate's choice.
- Undergo a review of prior performance and conduct.
- Complete a Declaration for Federal Employment.
- For male applicants born after December 31, 1959, registration with the Selective Service System is necessary.
- Pass a Personal Identity Verification (PIV) process requiring two forms of identification.
While federal experience is not mandatory, relevant experience in public or private sectors is beneficial. Candidates must possess:
- One year of specialized experience equivalent to the GS-13 level in the federal service, including analytical and evaluative methods to conduct extensive studies related to mission-oriented programs.
- Knowledge of human resources organizational goals and the ability to manage projects effectively.
- Experience in presenting findings and facilitating training for various stakeholders.
- Familiarity with change management principles and methodologies.
We may select from this announcement or any other source to fill one or more vacancies. The salary range reflects the minimum to maximum locality pay for all duty locations. This is a non-bargaining unit position.
