The Metropolitan Transportation Commission (MTC) serves as the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. ROLE OVERVIEW
The Environmental Resilience Planner position is situated within the Major Plans unit of the Regional Planning Program. This program supports applied research and regional planning initiatives across the San Francisco Bay Area, with the Major Plans unit spearheading the development of Plan Bay Area and other long-term planning projects. The role will lead initiatives focused on regional resilience and environmental planning while facilitating the integration of these critical topics into comprehensive regional plans. The planner will collaborate with various regional agencies and local governments to promote joint resilience and environmental initiatives.

The Environmental Resilience Planner will be responsible for conducting mapping and data analysis, producing technical memos, and presenting key initiatives to MTC/ABAG committees and boards. This position will work alongside different sections within MTC/ABAG and other regional agencies to advance initiatives related to sea level rise and conservation programs.

Additionally, the Planner will support resilience efforts addressing threats from wildfires, seismic activities, and other natural hazards. Potential initiatives may include Plan Bay Area 2060, implementation of Priority Conservation Areas, coordination on sea level rise with local jurisdictions and regional agencies, and advancing new environmental and resilience actions developed as part of Plan Bay Area. This position may be filled at either the Assistant or Associate level, depending on the candidate's experience and qualifications.

KNOWLEDGE, SKILLS, & ABILITIES

The ideal candidate will possess the following knowledge, skills, and abilities:

  • Experience with resilience and conservation planning frameworks.
  • Familiarity with long-range planning; experience with regional plans, climate adaptation plans, local hazard mitigation plans, or local safety elements is advantageous.
  • Experience in providing policy and planning technical assistance is a plus.
  • Proficiency with analytical planning tools such as ArcGIS and basic database analysis is desired; familiarity with Python is a plus.
  • Effective communication skills; strong written or graphic communication abilities are beneficial.
  • Ability to work collaboratively in a team environment; experience on projects with multiple partners is advantageous.
MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills, and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree in a relevant field such as transportation planning, city and regional planning, transportation engineering, financial management, economics, business, or public administration. A Master's degree is preferred. Applicants with degrees from institutions outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency with their application.

ASSISTANT LEVEL
Experience: One year of progressively responsible experience in a relevant field such as transportation planning, city and regional planning, or public administration.

ASSOCIATE LEVEL
Experience: Two years of progressively responsible experience in a relevant field such as transportation planning, city and regional planning, or public administration.

PREFERRED QUALIFICATIONS
A Bachelor's degree in a relevant field such as civil engineering, public policy, or environmental science.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation approved by the appointing authority.
