Job Overview:

The Veterinarian III role encompasses responsibilities as an Enforcement, Investigations, & Analysis Officer (EIAO).

The position may be designated in various locations across the state, depending on program needs.

This role operates statewide, and candidates located in strategic areas or those willing to relocate may be prioritized during the selection process.

This position involves conducting Veterinary Dispositions of animals and carcasses under suspicion. It requires providing expert consultation, evaluation, and training on humane livestock handling and slaughter practices. Additionally, it includes instructing meat inspection personnel on animal disease identification and anatomy statewide.

Advanced monitoring of state-inspected meat and poultry processing facilities' Food Safety Systems is essential, ensuring compliance with both State and Federal regulations.


Key Responsibilities:

The role involves identifying, prioritizing, planning, and executing work through onsite food safety verification activities associated with commercial establishments operating under a Grant of Inspection or Grant of Custom Exemption.

Evaluates the scientific adequacy of Hazard Analysis and Critical Control Point (HACCP) plans, Sanitation Standard Operating Procedures (SSOP), and microbiological verification sampling strategies, ensuring the integration of these food safety systems within establishments.

Work is systems-oriented.

Assists inspection personnel in implementing new inspection procedures to verify compliance with food safety and consumer protection regulations.

Conducts Routine Listeria monocytogenes Risk-Based (RLm) Sampling in establishments producing Ready to Eat (RTE) products.

Conducts Intensified Verification Testing (IVT) in response to product safety failures as needed.

Collaborates with a team to discuss complex food safety issues and provides advice to the director of the meat safety assurance program.

May be assigned routine or special inspection duties or special projects as required.

Works under limited supervision as part of the MSA Central Office Team, exercising significant initiative and independent judgment.

Essential Functions:
(40%) Conducts Veterinary Dispositions of suspect animals and carcasses, including antemortem evaluations for clinical signs of diseases and postmortem examinations for abnormalities. Oversees quarantine procedures for animals suspected of disease. Prepares documentation and reports related to dispositions. Acts as a liaison between animal disease control agencies and regulated establishments during the disposition process.

(40%) Provides verification in official establishments, focusing on the design of their systems. Conducts thorough assessments of HACCP plans, SSOP, and microbiological verification strategies. Identifies conditions affecting organism growth and evaluates the statistical validity of sampling plans. Directs routine listeria sampling and reviews laboratory analytical methods. Communicates findings and compliance actions to establishment management and prepares detailed assessment reports.

(15%) Collaborates with a team to discuss food safety topics and provides training for inspection staff on advanced concepts and practices. Researches current food safety issues to support informed decision-making.

(5%) Performs other duties as assigned, including participating in disaster response and recovery efforts, which may require alternate shift patterns.

Required Knowledge, Skills, and Abilities:

In-depth knowledge of animal disease presentations and their public health implications, including foodborne illnesses.

Comprehensive understanding of meat inspection processes, including slaughter and processing operations.

Familiarity with State and Federal laws governing meat and poultry operations, including the Texas Meat and Poultry Inspection Act.

Strong communication skills, both verbal and written, with the ability to engage effectively with various stakeholders.

Proficient in problem-solving and investigative techniques.
Ability to analyze technical data and regulations, prepare concise reports, and maintain professional relationships across government and industry sectors.
Competence in using MS Office and other software applications, with the ability to identify sanitation deficiencies and disease conditions in livestock.

Must be able to lift up to 30 pounds during assessments and other duties.
